| Background: At the September 14, 2009 Council business meeting, the Council received and referred the attached resolution to the Sustainability, Energy and Environment (SEE) Committee for review and comment. At the November 19, 2009 SEE Committee meeting, the Committee members at that time (Jim Ward, Laurin Easthom, Ed Harrison) reviewed the resolution and formulated the recommendation below. | |||
