SUBJECT: Acceptance of a Grant from the Governor’s Crime Commission for the Police Department
DATE: August 25, 2003
The attached resolution would authorize the acceptance of a grant from the Governor’s Crime Commission. The grant would provide funding of $32,063 in the current year to enable Police Department to investigate computer related crime and to process digital evidence.
The grant will fund a program that will provide the Department the ability to investigate crimes that involve computer technology. These crimes include identity theft, financial fraud, and child pornography. The unit will also contribute to investigations of other crimes where information is stored electronically.
The funds will be used for training, equipment, software, and supplies. No positions are being added. The program will be managed by the Department’s Senior Information Technology Analyst. An investigator and patrol officer will also participate.
The funding was available July 1, 2003 and would be dispersed over two years. The grant would provide $38,062.50 the first year and $34,050 the second year. A twenty-five percent match is required from the Town, $12,687.50 the first year and $11,350 the second year. The matching funds will be provided through the Police Department’s general operating funds.
RECOMMENDATION
That the Council adopt the attached resolution authorizing the acceptance of the Governor’s Crime Commission Grant and enact the attached budget ordinance amending the current year budget.
A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE GOVERNOR’S CRIME COMMISSION GRANT (2003-08-25/R-8)
WHEREAS, the Governor’s Crime Commission has made funds available to enhance the department’s abilities to investigate computer crime (including identity theft, financial fraud, and child pornography) and process digital evidence; and
WHEREAS, the Town’s application in the amount of $72,112.50 for two years was approved by the Governor’s Crime Commission; and
WHEREAS, the Police Department will provide the matching funds; and
WHEREAS, grant funds would be used for training, computer software, equipment, and supplies;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to accept the grant from the Governor’s Crime Commission and to make all necessary assurances.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003, be and the same is hereby amended as follows:
