SUBJECT: Acceptance of Orange-Chatham Justice Partnership Grant
DATE: August 25, 2003
The attached resolution would authorize the acceptance of a grant recently approved for the Police Department by the Orange- Chatham Justice Partnership for the Project Turn Around program.
The attached budget ordinance would establish a project account for the grant.
The Orange-Chatham Justice Partnership has approved funding in the amount of $44,503 for an additional Project Turn Around (PTA) Substance Abuse Counselor. The new position would work with intermediate sanction drug offenders between the ages of 16 and 25. The state has designated this target population as a high funding priority and has asked Project Turn Around to address this need. Unlike other PTA clients, the targeted population for this program will not be first-time offenders. They are individuals who are subject to incarceration due to previous drug-related offenses. Initial funding is for one year only. However, it is anticipated that if the position proves to be successful, funding for the position could continue in the future.
There are no direct costs to the Town for this position. The position is recommended as a full-time position at pay grade 31 ($27,895).
RECOMMENDATIONS
a) That the Council adopt the attached resolution authorizing the acceptance of the Orange-Chatham Justice Partnership Grant.
b) That the Council adopt the attached ordinances establishing project accounts for the aforementioned grant.
A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE ORANGE CHATHAM JUSTICE PARTNERSHIP GRANT (2003-08-25/R-10)
WHEREAS, Orange-Chatham Justice Partnership has made funds available to enhance the quality of law enforcement services provided to local communities; and
WHEREAS, the Town’s applications in the amount of $44,503 was approved by the Orange-Chatham Justice Partnership; and
WHEREAS, these grant funds would be used to provide comprehensive counseling services for juvenile and adult offenders;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to accept the aforementioned grant and to make all necessary assurances.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2003 (2003-08-25/O-3)
BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003 be and the same is hereby amended as follows:
