SUBJECT:       Interim Response to Petition Regarding SafeLight Program (Automated Enforcement of Red Light Violations)

The following is an interim response to Mr. Will Raymond’s petition to the Town Council regarding the Town’s SafeLight Program (Automated Enforcement of Red Light Violations).  A copy of the petition is attached for reference.

BACKGROUND AND DISCUSSION

At its August 25, 2003 meeting, the Council received a petition from Mr. Raymond expressing inquiries and concerns about the Town’s SafeLight Program.  Mr. Raymond requested that the Town respond to his petition at the September 8th Council meeting. 

 

The petition consists of 15 pages of text including over 200 questions and requests for information regarding a variety of issues associated with the Town’s SafeLight Program and with automated traffic enforcement in general.  Several of the questions will require a response from Affiliated Computer Services, Inc. (ACS), the Town’s contractor for the SafeLight Program.  We have contacted ACS and have begun preparation of a comprehensive response to Mr. Raymond’s petition. 

 

We estimate that it may take three or four weeks for ACS to prepare responses to the petition inquiries directed at the company and its operations.  Town staff will need to review the ACS information in addition to preparing responses to other questions and requests for information contained in the petition.  We believe that significant staff time involving the Engineering Director, Traffic Engineer, Engineering Technician, and Town Attorney will be necessary to respond fully to this petition.

 

Therefore, we are unable to fully report back to the Council at its September 8th meeting as requested by Mr. Raymond.  We will do our best to prepare a full response to Mr. Raymond’s petition for presentation at the October 27th Council meeting.
