SUBJECT: Consideration of On-Street Parking Restrictions on Longview Street

The following report is in response to a petition submitted by the WoodGlen Homeowners’ Association requesting that the Town Council consider implementing parking restrictions on Longview Street. Please refer to the attached map (Attachment 1).
Enactment of the attached ordinance would establish “No Parking Anytime” regulations on the south side of Longview Street from Airport Road to a point 560 feet west of Airport Road. We recommend enactment of the ordinance.
At its August 25, 2003 meeting, the Council received a petition (Attachment 2) from Ms. Ann Schenck, a Board Member of the WoodGlen Homeowners’ Association, requesting that parking be restricted on the south side of Longview Street between the WoodGlen Apartments’ driveway and Airport Road. At its September 25, 2003 meeting, the Council received an e-mail letter (Attachment 3) from the Columbia Place Homeowners’ Association expressing support for the parking restrictions requested by the WoodGlen Homeowners’ Association.
The pavement width of Longview Street varies from 22 to 26 feet and the posted speed limit is 25 mph. Under current regulations, parking is prohibited at all times on the north side of Longview Street; parking is permitted at all times on the south side of the street.
DISCUSSION
We conducted field observations at various times on different days. We noted that available on-street parking was often completely occupied on the south side of Longview Street between North Columbia Street (west end) and Airport Road. We noted restricted sight visibility for vehicles coming out of the WoodGlen Apartments’ driveway due to cars parked close to the driveway on Longview Street. We also noted that traffic congestion and constricted travel lane widths occurred when cars were parked on both sides of Longview Street between North Columbia Street (east end) and Airport Road.
We prepared the attached survey form (Attachment 4) describing possible parking restrictions on Longview Street and solicited comments from neighborhood residents. We distributed 45 survey forms to residents of Longview Street between North Columbia Street and Airport Road. Twenty survey forms were returned, of which 16 supported and 4 opposed changes in current parking regulations on Longview Street.
Based on our observations, and response to the neighborhood survey, we believe that restricting on-street parking on the south side of Longview Street from Airport Road to a point 560 feet west of Airport Road to “No Parking Anytime” would reduce traffic congestion and improve traffic safety conditions on Longview Street while leaving on-street parking available on the remaining portion of the street for residents’ use. We also believe that the proposed “No Parking Anytime” restrictions would address the concerns raised by the WoodGlen Homeowners’ Association with regard to their driveway ingress and egress.
That the Council enact the attached ordinance that would establish “No Parking Anytime” on the south side of Longview Street from Airport Road to a point 560 feet west of Airport Road.

AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING ON-STREET PARKING (2003-10-27/O-2)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. Section 21-27 of the Town Code of Ordinances, “No parking as to particular streets.” is hereby amended by adding the following in appropriate alphabetical order:
“Street Side From To
Longview Street South Airport Road A Point 560 feet west of
Airport Road”
Section 2. This ordinance shall become effective November 24, 2003.
