Northside Neighborhood Conservation District Advisory Committee has been meeting since May 2003 to develop a proposal.  Report to Council expected 11/24/03.

Prepare language concerning regulation of Duplex Dwelling Units for consideration. (Highest Priority)

 

Council extended sunset provisions on duplex restrictions until February 28, 2004, allowing time for consideration of issues related to the Northside Neighborhood Conservation District.  Proposal to be considered at a January 21, 2004 Public Hearing.

 

Develop implementation schedule and begin implementing the  Downtown Small Area Plan (Second Priority)

Work to begin in 2004.

 

Revise the Master Plan for Town Entranceway Corridors (Second Priority)

Work to begin in 2004.

 

Undertake additional Small Area Planning Process (Second Priority)

Council issued a Request for Qualifications and a Request for Proposals for an economic development consultant.  On 10/27/03 the Council authorized a contract to begin services.

This project would report to the Council on additional affordable housing sources by the end of the year.  Topic to be discussed at an affordable housing work session on November 20, 2003.

Draft Design Manual revisions are complete and undergoing final review by a staff work group for Council consideration in January 2004.

Bond proposal with greenways and open space component authorized by the voters on November 4, 2003.

Clean Water Actions (Highest Priority):

·         Adopt, implement improved erosion and sedimentation requirements

 

 

·         Develop a water quality performance review process

·         Implement a dedicated funding source for stormwater mgmt

Design Manual revisions address erosion and sedimentation requirements.  Land Use Management Ordinance amendments will also to address this issue.

 

Work to begin in 2004 on a water quality review process.

 

Stormwater utility committee is meeting on a regular basis. 

 

Develop a local action plan to reduce greenhouse emissions

Funding obtained through the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization to conduct a study in Orange County.  Request for Qualifications has been issued by Orange County.

 

8. TRANSPORTATION

Bicycle/Pedestrian Actions (Highest Priority):

·       Adopt pedestrian / bicycle operating performance measures

·       Initiate a Bicycle / Pedestrian Improvement Action Plan

·         Develop a Bicycle/ Pedestrian Improvement Action Plan

 

Council approved a schedule and process on September 8, 2003.  Open house held on October 9, 2003.  Council requested liaisons to work with the Bicycle and Pedestrian Advisory Board on October 27, 2003.  Work underway on developing the Plan.

Council awarded a contract in June 2003 to Ray Moe of LSA Associates to undertake the study.  Work is underway.

Develop a process to address neighborhood traffic impacts (Second Priority)

 

Council Work Session on Traffic Calming is scheduled for November 24, 2003.

Report to Council evaluating Transportation Management Program

 

Information report to the Council is scheduled for November 24, 2003 Council meeting.

 

Evaluate the feasibility of a downtown transit center (Third Priority)

Work to begin in 2004.

 

9. COMMUNITY FACILITIES

Implement Library Master Plan

Council adopted the Library Master Plan in 2003 and included expansion of the library in the bond proposal authorized by voters on November 4, 2003.
