SUBJECT: Meadowmont Concept Plans

INTRODUCTION
Tonight the Council considers two separate proposed Concept Plans for the Meadowmont development:
1. Concept Plan: Proposed Changes to Meadowmont Master Land Use Plan; and
2. Concept Plan: Proposed Changes to the Meadowmont Village Center Special Use Permit.
The memorandums for the two Concept Plan Proposals are attached. We note that there has not been a staff review of these Concept Plans.
In 1995 the Town Council approved the Meadowmont Master Land Use Plan on a 424-acre site located on the north and south side of NC 54. The Master Land Use Plan authorized a maximum 1,298 dwelling units and 785,100 square feet of non-residential floor area.
In 1997 the Town Council approved the Meadowmont Village Center Special Use Permit. The Special Use Permit permitted the construction of 267,400 square feet of floor area, including 32 dwelling units.
In the first concept plan before the Council tonight, the applicant is proposing to change the approved 1995 Master Land Use Plan. In the second concept plan, the applicant is proposing to change the existing Special Use Permit.
Because the nature of these two separate proposed Concept Plans is directly related, we believe that it would be appropriate, in this particular case, for the Council to review and discuss both proposals simultaneously.
We recommend that the Council review this Concept Plans, receive comments from the Community Design Commission and citizens, and adopt a resolution transmitting comments to the applicant. The attached memorandum for the Concept Plans includes background information on the Concept Plan process, the applicant’s materials, and additional related information.
