SUBJECT: Request for Funding for The Memorial Hall Transformation Project

BACKGROUND
The Town received a petition on September 4 from Mr. Jim Heavner, Campaign Co-Chair for The Memorial Hall Transformation Committee, requesting funding for the Carolina Performing Arts Series. A copy of Mr. Heavner’s petition is attached (Attachment 1).
Enactment of the attached budget ordinance would appropriate $10,000 from Fund Balance for this purpose.
DISCUSSION
Mr. Heavner’s petition states that:
The new Arts Common will be of value to the Town and its citizens and Memorial Hall will be an anchor to the Arts Common, benefiting both Downtown Chapel Hill and the University.
RECOMMENDATION
We recommend the Council enact the attached budget ordinance, contributing $10,000 from Fund Balance to the Carolina Performing Arts Series.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003, be and the same is hereby amended as follows:
