SUBJECT:       Report on Recommendations for a Neighborhood Conservation District for the Northside Neighborhood

On behalf of the Northside Neighborhood Conservation District Advisory Committee, I am pleased to transmit our report, Recommendations for a Neighborhood Conservation District for the Northside Neighborhood.  The report outlines the Committee’s recommendations for standards for development in the Northside neighborhood as requested in the Council’s charge to the Committee of April 14, 2003. 

 

REPORT HIGHLIGHTS

 

In addition to the standards outlined by the Land Use Management Ordinance (LUMO), the Committee recommendation includes additional standards that are currently not addressed in the Ordinance such as maximum house size, a bathroom to bedroom ratio, a maximum floor area ratio, and notification requirements for a Zoning Compliance Permit.  We believe that these new components combined with the standard regulations will produce development that is in keeping with the surrounding neighborhood. 

 

NEXT STEPS

 

The attached report addresses the standards required for a Neighborhood Conservation District.  The Committee would like to hold a charrette to discuss design guidelines for the Neighborhood Conservation District and proposes that such guidelines be considered by the Council in the near future.  Therefore, the Committee requests that the Council adopt the Northside Neighborhood Conservation District as recommended in the attached report, with the understanding that the Committee will continue its discussions on zoning standards and design guidelines in January 2004.  Once the Committee completes its work, we propose to return to the Council and request a subsequent amendment to the Land Use Management Ordinance.
