SUMMARY OF COMMUNITY DESIGN COMMISSION ACTION

 

 

Subject:                       Horace Williams Citizen Committee Report on Recommended Principles, Goals and Strategies for Guiding the Development of the Horace Williams Property (Carolina North)

 

Meeting Date:           November 19, 2003

 

Recommendation:      The Community Design Commission reviewed the Horace Williams Citizen Committee Report and has the following recommendations and comments:

 

 

General Comments

1.      There is much to be admired in the principals and it all looks carefully thought out on paper - stormwater, natural area protection, schools, etc. - but enforcement will be a key to make sure the plans and ideas become reality.  

 

Affordable Housing

2.      There should be a stronger emphasis on encouraging affordable housing.

 

Open Space

3.      Guarantee that the preservation and protection of open space will continue well into the future and shall not be impacted or degraded by subsequent development plans.

 

Tree Protection

4.      There needs to be greater emphasis on tree protection and saving significant trees.  It was noted that tree removal seems to occur too easily once a plan is approved.

 

Transportation

5.      The management of transportation issues is important and does not appear to be adequately addressed.  Transportation principals and goals need to be more aggressive.  In particular greater emphasis should be placed on creating an internal transportation network that utilizes clean burning alternative fuels (e.g., electric buses, people movers), deemphasizes private vehicles on campus and encourages individual to arrive to the campus by public transportation.
