SUBJECT: Orange County Charges for Conducting the November 2003 Election
DATE: January 12, 2004
Enactment of the attached budget ordinance would provide additional funds to cover the Orange County charges for conducting the November 2003 election over the amount originally budgeted. Under North Carolina State Law (Chapter 163, Article 23 of the NC General Statutes, the Town’s municipal elections are conducted by the Orange County Board of Elections. The County’s costs for the election are billed to the Town.
BACKGROUND AND DISCUSSION
During the spring of 2003, expenses for the November election were estimated at $22,000 the Orange County Board of Elections. Actual expenses per the invoice attached totals $27,870.94. An additional expense of $275 was incurred for publication of the Notice of Elections in a local newspaper.
RECOMMENDATION
We recommended enactment of the attached budget ordinance to provide additional funding in the amount of $6,150 necessary to cover the cost of the November 2003 election.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003, be and the same is hereby amended as follows:
