TOWN OF CHAPEL HILL BENEFITS SURVEY

In December 2003, thirteen area government agencies were surveyed by the Town Human Resources department staff for information on their employer-paid employee benefits programs.

The organizations surveyed include: City of Burlington, City of Cary, Town of Carrboro, City of Durham, Town of Hillsborough, City of Raleigh, Durham County, Orange County, Wake County, UNC Chapel Hill, UNC Health Care System, Chapel Hill-Carrboro School System and OWASA.

Benefits programs surveyed included:  vacation/annual leave, sick leave, paid holidays, funeral leave, longevity pay, health insurance, dental insurance, life insurance, disability insurance, death benefit, retirement system, supplemental retirement plans, and tuition assistance.

Results were compiled in a table format and each item was scored.  The scale used was:

  • 0 – if employer-paid benefit was not offered
  • 1 – if benefit existed, but was less than that offered by the Town of Chapel Hill
  • 2 – if  benefit was substantially equivalent to that offered by the Town
  • 3 – if benefit exceeded that offered by the Town.

Total scores for each of the 13 organizations were ranked as shown below, arranged from highest to lowest score.
