AGENDA #3f

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            Council Member Sally Greene

SUBJECT:       N. C. Pilot Rehab Code

DATE:             January 15, 2004

Attached is some information about the North Carolina Pilot Rehab Code, which began in Charlotte and is in effect in several locations across the State.  Its purpose is to make it easier to renovate older buildings to modern building code standards.

I learned about the pilot code at a meeting of Preservation North Carolina’s Advisory Board, of which I’m a member.  It struck me that it might be very useful in making the transition to mixed-use including residential use on Franklin Street.

The reports I have heard is that the program is a success. It will be a couple of years, though, before the General Assembly looks at it for possible statewide adoption.  Meanwhile, other cities are free to join their pilot program.

Please review this information so that we can talk about it at our retreat.
