SUBJECT:       Budget Amendment:  2003 Mobility Report Card

Adoption of the attached budget amendment would establish a budget to receive federal funds and provide a local match for the 2003 Mobility Report Card.

 

BACKGROUND

 

On August 25, 2003, the Town Council authorized the Manager to enter into a contract with LSA Associates, Inc. to prepare the 2003 Mobility Report Card (Attachment 1).  Funding for this project has been provided by the Durham-Chapel Hill-Carrboro Transportation Advisory Committee using federal Surface Transportation Program funds. The use of the federal Surface Transportation Program funds requires a 20% local match. 

 

At that time, we proposed using a portion of the $30,000 included in the Town’s 2003-2004 budget for the completion of an emissions inventory as the source of the Mobility Report Card local match.  The Durham-Chapel Hill-Carrboro Transportation Advisory Committee has provided Chapel Hill, Carrboro and Orange County with federal Surface Transportation Program funds to cover the cost of the transportation related activities of a county-wide emissions inventory.

 

Based on preliminary work among staff from Chapel Hill, Carrboro and Orange County we believe that the Town’s contribution to the ongoing county-wide emission inventory will not exceed $15,000.  Since the Council initially budgeted $30,000 for the emissions inventory, the balance of funds is available for the Town’s match for the Mobility Report Card.

 

DISCUSSION

 

Since August, the Town of Carrboro has agreed to participate in the preparation of the Mobility Report Card.  The total estimated cost of the Mobility Report Card is now $117,000, of which the required local match is $15,000 from the Town of Chapel Hill and $4,500 from the Town of Carrboro.  The attached budget amendment would establish a budget to receive federal funds, receive a local match from the Town of Carrboro, and transfer a local match from the emissions inventory line item for the 2003 Mobility Report Card. We anticipate the report to be completed in February 2004.

 

RECOMMENDATION

 

Manager’s Recommendation:   We recommend that the Council enact the attached budget amendment to receive federal funds, receive a local match from the Town of Carrboro, and transfer a local match from the emissions inventory line item for the 2003 Mobility Report Card.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003 and the same is hereby amended as follows:
