SUBJECT:       Schedule for Review of Pending Concept Plans

DATE:             January 26, 2004

The purpose of this memorandum is to inform the Council of an unusually large number of pending applications awaiting Council review, and to propose a schedule to bring these applications to the Council for consideration.

This situation comes about in part because of non-application items needing to be placed on the Council’s Public Hearing calendar.  The January Public Hearing was reserved for consideration of the Northside Neighborhood Conservation District and adjustments to the Land Use Management Ordinance.  A portion of the February Public Hearing is tentatively scheduled for consideration of a Stormwater Utility proposal. 

Two Special Use Permit applications are also scheduled for the February hearing:  the OWASA Treatment Plant expansion, and the Binkley Baptist Church expansion.   March already has four items scheduled. 

This leaves us with three Concept Plans ready for Council consideration, with no time slots available at regular Public Hearings.  Rather than suggest another meeting night for the Council during February, we propose to schedule one Concept Plan for each of the next three Council business meetings.  The schedule would be as shown on the attached page.

We will prepare these items for Council consideration on these dates, unless otherwise instructed by the Council.

February 16 – Public Hearing

• Local Stormwater Utility
• Special Use Permit Modification – OWASA Wastewater Treatment Plant

February 23 – Regular Business Meeting

• Concept Plan – Meadowmont (Modification of Master Plan and Village Center)

March 10 – Regular Business Meeting

• Concept Plan – Performance Motors Special Use Permit Modification

March 15 – Public Hearing

• Special Use Permit Modification – Village Plaza
• Special Use Permit – Town Operations Center
• Concept Plan – Family House (Finley Golf Course Road)
• Concept Plan – The Sawmill (Airport Road)
