SUBJECT: Response to Petition for Funding for Honors Choir Event
DATE: February 23, 2004
On January 28, 2004, the Council accepted a written petition from Culbreth Middle School Chorus Director Jenny Anderson requesting funds to partially pay for a trip to the American Choral Directors Association Southern Honors Choirs in Nashville, Tennessee. A copy of the letter is attached.
The Manager recommends that the Council take no action.
If the Council desires, the attached resolution would authorize the Manager to provide funding from the Council’s Contingency Fund and to enter into a performance agreement with the Culbreth Middle School PTA.
We believe that there are no Town policies that would prevent the Council from funding this request. However, most arts and cultural events projects funded by the Council through the Town’s occupancy tax and Public Arts Commission involve review as part of the regular budget process or through public meetings and forums. The schedule for this event would not allow the normal budget review process to occur.
We also believe that funding of this request would likely result in numerous other requests for support of school-related activities.
The petitioner has requested financial support but has not indicated a preferred level of support. The petition only states that the estimated cost will be in excess of $2,500. The only source of funding that we have been able to identify that could be used for this request is the Council’s Contingency Fund.
Manager’s Recommendation: We recommend that the Council take no action related to this petition.
If the Council desires to fund the request the Council could adopt the attached resolution and insert an amount to be funded.
A RESOLUTION GRANTING $_____________ TO THE CULBRETH MIDDLE SCHOOL PTA TO FUND A TRIP TO THE AMERICAN CHORAL DIRECTORS ASSOCIATION SOUTHERN DIVISION HONORS CHOIRS (2004-02-23/R-7)
WHEREAS, on January 28, 2004 Culbreth Middle School Chorus Director Jenny Anderson presented a petition requesting funding for a trip to the American Choral Directors Association Southern Honors Choirs in Nashville, Tennessee; and
WHEREAS, the Council agrees that this would be a suitable use of Town funds;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council grants $______________ from the Council’s Contingency Fund to the Culbreth Middle School PTA to fund a trip to the American Choral Directors Association Southern Honors Choirs in Nashville, Tennessee for three students, the choral director, and chaperones.
BE IT FURTHER RESOLVED that the Manager is authorized to execute a performance agreement with the Culbreth Middle School PTA.
