SUBJECT:       Status Report on Parking Study

This memorandum provides an update on a Parking Study being conducted by the Planning Department and Engineering Consultant Ray Moe.

 

During the fall of 2003, we began work on a study of parking patterns in Chapel Hill.  The purpose of the study is to verify how much parking is needed for different types of land use, specifically for Chapel Hill.  The objective is to adjust the Town’s parking requirements that are contained in the Land Use Management Ordinance, based on empirical, local data. 

 

We had earlier reported to the Council that this study would be completed and transmitted to the Council during March, and had intended to include the study for discussion on tonight’s agenda.  We regret to report that we are approximately 30 days behind our targeted schedule.  We now anticipate that the study will be completed by the end of April.

 

We continue to recommend that the Council consider adjusting parking requirements in the Land Use Management Ordinance after the study is complete.  We had anticipated that the Council might schedule such adjustment for consideration at a May, 2004 Public Hearing.  That target is still achievable, and we will continue to work toward that objective.
