RECOMMENDED PROJECT
Installation of custom street and pedestrian
lighting in sections where other Streetscape improvements have previously been
completed
The recommended option for
downtown improvements with the available funding is to install lighting in the
sections where Streetscape construction has been completed and the underground
utility ductbank is in place to serve the new light fixtures. Phase one of the downtown custom lighting improvements
is currently being installed in the 100 blocks of East Franklin
and North Columbia Streets where Streetscape projects had been completed by Public
Works crews between 1997-2003.
Other sections of downtown that
have had Streetscape improvements in recent years and do not yet have upgraded
lighting include:
- The north side of West
Franklin Street from Church
Street to 306 West Franklin (formerly
Fowler’s)
- The south side of West
Franklin Street adjacent to the University
Baptist Church
The north side of West Franklin Street from Church Street to 306 (Formerly Fowler’s)
This section is 500 in length and
extends from the Pavilion at the corner of West Franklin
and Church Streets to the west side of the intersection of Mallette
Street in front of 306, the former Fowler’s
building. This portion of Streetscape
improvements was constructed partly by Public Works crews and partly by the
developers of the adjacent properties. The lighting plan calls for four
pedestrian fixtures and two street and pedestrian light combinations at a total
cost of approximately $56,300. The NC
Department of Transportation is currently in the process of designing mast arm
traffic signal poles at the intersection of West Franklin
and Church Streets. These mast arm
signal poles are anticipated to be installed this summer.
The south side of West Franklin Street at University Baptist Church
Streetscape improvements were
installed adjacent to the University Baptist
Church in 2000 when an addition was
made to the church. Ductbank was installed for approximately 250 feet along the
south side of West Franklin, from the Church’s property
line with University Square
to a point just west of the very large ash tree near the corner of West
Franklin and Columbia Streets. Lights planned for this section
include two pedestrian lights and two street and pedestrian light combinations at
an approximate cost of $38,700.
The total cost of completing both
sections of the recommended lighting project is approximately $95,000.
Advantages of the Recommended Project
- Could leave Construction crew available for other
projects
- Somewhat less disruptive than a full Streetscape
project and should take less time once materials are available
- Proposed improvements are located between sections
where custom lighting is in place and when completed will start to form a
more continuous and uniform pattern of downtown lighting
Disadvantages of the Recommended
Project
- Uncertainty of the exact costs and scheduling which
are both determined by Duke Power Company
- Less immediate visual impact than a typical sidewalk reconstruction
project
