SUBJECT: Town Applications for the 2004-2005 Community Development, HOME and Public Housing Capital Fund Grant Programs

Attached for the Council’s consideration are three grant proposals for submittal to the U.S. Department of Housing and Urban Development. The Council held public hearings on these grant proposals on February 2 and March 24, 2004. Also attached for the Council’s consideration is a draft Annual Update of the 2000-2005 Consolidated Plan.
Agenda item 8a is a draft Annual Update of the 2000-2005 Consolidated Plan. The U.S. Department of Housing and Urban Development requires all jurisdictions that receive federal Community Development and federal HOME Program funds to submit one application package called the Consolidated Plan. In addition, information on the Town’s 2002-2003 Capital Fund Grant for public housing activities is included in the Consolidated Plan for reference. The Annual Update must be approved by all participating jurisdictions before it is submitted to the U.S. Department of Housing and Urban Development on May 14, 2004. Adoption of Resolution R-11 would authorize submission of the 2004-2005 Annual Update to the 2000-2005 Consolidated Plan.
Next year the Town and County will submit a new five-year Consolidated Plan for 2005-1010.
Agenda item 8b details a recommended plan for $711,000 of 2004-2005 Community Development funds. Adoption of Resolution R-12 would approve activities for the 2004- 2005 Community Development Program.
Agenda item 8c details a recommended 2004-2005 HOME Program Plan. The HOME Program Review Committee consisting of elected officials and staff of Chapel Hill, Carrboro, Hillsborough and Orange County has developed a plan for $905,336 of federal HOME Program funds and local match funds. Adoption of Resolution R-13 would approve the activities of the 2004-2005 HOME Program.
Agenda item 8d summarizes the Capital Fund Program Grant for public housing renovation and resident services. Adoption of Resolution R-14 would approve the 2004-2005 activities and authorize submittal of the Annual Statement to the U.S. Department of Housing and Urban Development.
In total, $2,069,836 of federal funds is available to the Town for housing and community development activities. Please see Attachment 1 for a chart that summarizes requests received and activities recommended for funding from the U.S. Department of Housing and Urban Development grants including the Community Development, HOME, and Capital Fund Programs.
