SUBJECT:       Budget Ordinance for a National Endowment for the Arts Grant

The attached budget ordinance would accept a grant from the National Endowment for the Arts in the amount of $10,000 for the Chapel Hill Public Arts Commission’s Artist in Residence program.  The Chapel Hill Public Arts Commission is providing the matching funds of $10,920 as required by the grant.

BACKGROUND

 

In 2003, the Town acted as the applying agency for a National Endowment for the Arts grant to assist the Chapel Hill Public Arts Commission’s Artist in Residence program.

 

DISCUSSION

 

The Chapel Hill Public Arts Commission regularly commissions artists to create both temporary and permanent public art works.  In 2003, the Commission was a recipient of a National Endowment for the Arts (NEA) Arts Learning award, which brought nationally recognized sculptor Bryant Holsenbeck to Chapel Hill.  During fall 2003, Holsenbeck was an artist in residence in Angela Greene's advanced 8th grade sculpture class at the Phillips Middle School.  Through this collaboration a temporary public artwork, titled THINK, was created.  The piece was on view from mid-December 2003 through mid-May 2004 on the front lawn of the Chapel Hill Police Station on Airport Road.

 

The program has concluded and it is now time to reconcile the program’s finances. The attached ordinance would account for the grant income and the attached resolution would authorize the Manager to make the funds available to the Chapel Hill Public Arts Commission.

 

RECOMMENDATION

 

The Manager recommends that the Council enact the attached budget ordinance accepting the $10,000 grant from the National Endowment for the Arts for the Artist in Residence program.  The Manager also recommends that the Council adopt the attached resolution that would authorize the Manager to provide the funding for the completed project to the Chapel Hill Public Arts Commission once the grant funds have been received.

 


A RESOLUTION AUTHORIZING THE MANAGER TO PROVIDE $10,000 IN FUNDING TO THE CHAPEL HILL PUBLIC ARTS COMMISSION FROM RECEIPTS OF A $10,000 GRANT FROM THE NATIONAL ENDOWMENT FOR THE ARTS (2004-05-24/R-3)

 

WHEREAS, in 2003, the Town acted as the applying agency for a National Endowment for the Arts grant to assist the Chapel Hill Public Arts Commission’s Artist in Residence program; and

 

WHEREAS, the program has now concluded and it is time to reconcile the program’s finances;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to provide $10,000 to the Chapel Hill Public Arts Commission upon receipt of $10,000 from the National Endowment for the Arts.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2003” (2004-05-24/O-3)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003 and the same is hereby amended as follows:
