SUBJECT: Project Ordinance for a Federal Fiscal Year 2004 Transportation Engineering and Design Grant

The attached project ordinance would establish a budget for a grant awarded to the Town for the engineering and design of the transportation operations and maintenance facility to be located at the new Town Operations Center.
On June 30, 2003, the State announced the allocation of funds for FY 2003 bus and bus facility needs for urban and regional transit systems. The Town has since worked with the local Metropolitan Planning Organization to include the project in the local Metropolitan Transportation Improvement Program (MTIP). The State Transportation Improvement Program (STIP) amendment was approved by the North Carolina Board of Transportation on October 9, 2003. The Town applied for the grant on February 20, 2004, and the grant was received and executed on May 11, 2004.
The Town was allocated $1,318,289 in federal and $164,786 in State funds from the State-wide earmark. The 10 percent local matching share ($164,786) is available in the Transportation Department’s capital reserve fund.
That the Council enact the attached project ordinance.
AN ORDINANCE TO ESTABLISH A GRANT PROJECT BUDGET FOR A TRANSIT DESIGN AND ENGINEERING GRANT (2004-06-14/O-4)
BE IT ORDAINED by the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project budget is hereby adopted:
SECTION I
The design and engineering funds authorized are from a FFY2003 Federal Transit Administration Section 5309 statewide earmark.
SECTION II
The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of the project within the terms of the grant agreements executed with the Federal Transit Administration and the North Carolina Department of Transportation within the funds appropriated herein.
SECTION III
The following revenue is anticipated to be available to the Town to complete activities as outlined in the project application.
Federal Transit Administration $1,318,289
N.C. Department of Transportation (NCDOT) 164,786
Town of Chapel Hill (local match) 164,786
TOTAL $1,647,861
SECTION IV
The following amounts are appropriated for the design and engineering project:

SECTION V
The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Report. He shall also keep the Council informed of any unusual occurrences.
SECTION VI
Copies of this project ordinance shall be entered into the Minutes of the Council and copies shall be filed within 5 days of adoption with the Manager, Finance Director and Town Clerk.
