BACKGROUND
The Technology Committee was established in 1998 to be composed of fifteen members with three year terms. Of the current fourteen members, ten have reached the end of their three year term or have indicated they can not continue to serve. There are only six candidates available to fill the eleven available seats – five new candidates and one single term member who is reapplying.
During this past year the Committee began developing a technology strategy that would both update the 2000 Technology Plan and provide the Town Council with a vision for the next three to five years. During this period the Town will undertake two major construction projects – the Town Operations Center and the Library expansion – and the Committee considers it is imperative the Town have a comprehensive technology plan to ensure interoperability of systems and equipment throughout the Town and adequacy of electronic services available to citizens.
Three Committee members have served two terms and are not eligible for appointment to another concurrent term. These members have provided unique perspectives because of their professional services with the county, university, and industry. Their continued participation in development of the strategic planning would be highly desirable.
The Town Council’s Procedures Manual in Chapter II, Section F.C - Consecutive Terms states the Council may reappoint an individual to a board or commission for an additional one year term following two consecutive terms by resolution for the purpose of completing ongoing projects.
RECOMMENDATION
The Technology Committee recommends that the following members be reappointed to an additional one year term for the purpose of completing the technology strategy project: Dr. William E. Groves, Roscoe E. Reeve, and Alan Rimer.
