SUBJECT: Changes to the Position Classification and Pay Plan Ordinance Consistent with Budget Recommendations and Decisions of the Council
DATE: June 14, 2004
Adoption of the attached proposed revisions to the Position Classification and Pay Plan Ordinance would establish the Town’s Classification and Pay Plan effective July 1, 2004. Changes to individual positions are discussed below and are consistent with prior discussion with by the Council.
BACKGROUND AND DISCUSSION
Mayor’s Office: One title change
· Change Assistant to the Mayor to Mayoral Aide
Town Manager’s Office: Change two titles
· Change one Assistant Town Manager to Deputy Town Manager
· Change Public Information Officer to Town Information Officer
Human Resources Department: Convert two half-time positions to one fulltime position
· Convert two half time Human Resources Specialist II positions at grade 33 into one Human Resources Specialist III position at grade 37
Finance Department: Change hours for two positions
· Change number of hours of Payroll Supervisor from 30 hours to 37.5 hours per week
· Change number of hours of one Accountant Technician from 37.5 hours to 30 hours per week
Information Technology Department: Add one position
· Add one Information Technology Analyst (called Web Programmer/Analyst) position at grade 37/39, effective January 1, 2005. The career advancement series for the Information Technology Analyst includes the Information Technology Analyst position at grade 37 and the Senior Information Technology Analyst at grade 39.
Engineering Department: Transfer one position funded by Department of Transportation; add two positions
· Transfer Traffic Program Supervisor position, grade 39, from Public Works and change the title and grade to Engineer I, grade 41 (funded by Department of Transportation).
· Add one Engineer II position at grade 42 in the Stormwater Management Fund
· Add one Senior Engineering Technician position at grade 31 in the Stormwater Management Fund
Public Works Department: Transfer one position to Engineering and add one position
· Transfer the Traffic Program Supervisor position to the Engineering Department as noted above
· Add Traffic Signal Technician II at grade 37 (Department of Transportation funded)
Police Department: Combine two divisions into one, add one grant-funded position, and correct hours for one position
· Combine the Patrol and Investigations Divisions into the Operations Division
· Add one two-year grant-funded Crisis Counselor position at grade 38 (Latino Outreach Coordinator)
· Correct number of hours from 40 for the Police Lieutenant class to 42
Fire Department: Convert one position and change one title
· Eliminate one Assistant Chief position and create one Administrative Captain at grade 40 and one part-time Office Assistant at grade 27 using the same funds
· Change Training Officer to Assistant Fire Chief - Training
Housing Department: Change two titles
· Change Assistant Housing Director to Operations and Special Projects Coordinator
· Change Housing Maintenance Program Superintendent to Maintenance Services Manager
Transportation Department: Change two titles, convert two positions, add two positions
· Change Transit Operations Superintendent to Operations Manager-Transit
· Change Assistant Operations Superintendent to Operations Coordinator –Transit
· Change one Transit Operator II position at grade 29 to one full-time Reservationist position at grade 27
· Add one half-time Reservationist position at grade 27
· Add one Transit Operator III (EZ-Rider) position at grade 30
· Eliminate the Assistant Director Maintenance position at grade 41 and replace with one Bus Service Technician position at grade 29, one part-time Service Attendant position at grade 27, and reclassify an existing half-time Administrative Clerk at grade 28 to a full-time Administrative Clerk at grade 28
· Change one half-time Marketing Coordinator at grade 39 to full-time Marketing/Active Living by Design Coordinator at grade 39. One half of this position is grant funded.
RECOMMENDATION
That the Council enact the attached ordinance effective July 1, 2004.
