SUBJECT: Recommended 2004-2005 Human Service Performance Agreements

INTRODUCTION
The purpose of this memorandum is to present the Human Services Advisory Board’s recommendations for 2004-2005 human services funding.
The attached resolution would authorize the Manager to develop performance agreements with human service agencies as recommended by the Human Services Advisory Board.
BACKGROUND
On January 26, 2004, the Human Services Advisory Board presented a Needs Report to the Town Council. The purpose of this annual report is to identify priority areas of human service needs for Chapel Hill residents. This year, the Board identified the following priorities: family and individual support toward self-sufficiency, services for at-risk youth, substance abuse treatment/prevention and mental health services.
On April 14, the Human Services Advisory Board submitted a recommendation to the Council that the total human services allocation be increased by approximately 10% for a total of $225,000 for 2004-2005. The recommended budget for 2004-2005 includes an allocation of $206,000. In response to a request for proposals to address human services needs, the Town received funding requests from 41 nonprofit agencies totaling $285,322.
SUMMARY
The Chapel Hill Human Services Advisory Board, Town of Carrboro and Orange County government coordinated the application process again this year. Agencies requesting funding are asked to complete an application form. Each agency attends a hearing to present its proposal and respond to questions from the Human Services Advisory Board. The Chapel Hill and Carrboro Human Services Boards held joint hearings for the agencies applying to both towns. The combined Boards met six times this spring. The Chapel Hill Human Services Advisory Board also met on May 24 to hear proposals from agencies only applying to the Town of Chapel Hill.
On June 2, the Human Services Advisory Board held a meeting to formulate recommendations for the 2004-2005 performance agreements. Recommendations for funding this year total $206,000. The attached appendix provides brief information on each agency and the service that the Board recommends for Town funding.
RECOMMENDATION
Human Services Advisory Board’s Recommendation: That the Council adopt the attached resolution authorizing the Manager to develop performance agreements with human services agencies as recommended by the Board.

BE IT FURTHER RESOLVED that the Council hereby approves, and authorizes the Manager to execute on behalf of the Town, agreements with the above agencies for services described in the Human Services Advisory Board’s report.

HUMAN SERVICE PROGRAM RECOMMENDATIONS

A HELPING HAND
A Helping Hand is a program that supports the elderly and disabled with services such as companionship, transportation, meal preparation, errands and respite for caregivers.
Request: $2500
Recommendation: Funding of $1500 to subsidize services to low income Chapel Hill residents.
ADOLESCENT PREGNANCY PREVENTION COALITION OF NC
The mission of APPCNC is to lower the rate of teen pregnancy in Orange County and North Carolina through comprehensive, skills-based, ongoing teen pregnancy prevention education.
Request: $1250
Recommendation: Funding of $1250 to be used for teen pregnancy prevention services for providers who serve youth in Chapel Hill.
ALLIANCE OF AIDS SERVICES - CAROLINA
The Alliance's mission is compassionate and non-judgmental care, prevention, education and advocacy for people living with HIV/AIDS, their loved ones, caregivers and the community at large.
Request: $1500
Recommendation: Funding of $1500 to the Aids Service Agency this year.
ALTERNATIVE SENTENCING
Orange and Chatham Alternative Sentencing is a Community Penalties Program which targets nonviolent prison-bound offenders and develops individualized written punishment plans to be presented to the sentencing Judge.
Request: $4000
Recommendation: Funding of $4000 for services to Chapel Hill residents.
AMERICAN RED CROSS
The American Red Cross identifies its mission as providing relief to victims of disasters and to help people to prevent, prepare for and respond to emergencies.
Request: $2500
Recommendation: Funding of $500 this year.
CHAPEL HILL TRAINING OUTREACH PROJECT
The mission of Chapel Hill Training Outreach Project’s Family Resource Center program is to build strong families, healthy children and safe and supportive communities.
Request: $7,232
Recommendation: Funding of $4500 to continue support for the Family Resource Center programs located in the Chapel Hill community.
CHARLES HOUSE
Charles House is a private nonprofit agency whose mission is to prolong the independence of older adults with disabilities and to provide respite for their caregivers.
Request: $6500
Recommendation: Funding of $5500 to subsidize services for Social Services clients from Chapel Hill this year.
CHILD CARE SERVICES ASSOCIATION
Child Care Services is a nonprofit agency that promotes affordable, accessible high quality childcare for all children and families.
Request: $15,000
Recommendation: Funding of $10,000 for day care scholarships for Chapel Hill children.
COMMUNITIES IN SCHOOLS IN ORANGE COUNTY
Communities in Schools of Orange County coordinates the delivery of services to youth and their families to help children learn, stay in school and prepare for life. The program connects students to community resources, provides students and parents a support system and provides opportunities that promote positive academic experiences.
Request: $6840
Recommendation: Funding of $5500 to provide services to Chapel Hill youth in the CIS program.
COMMUNITY SCHOOL FOR PEOPLE UNDER SIX
The Community School for People Under Six is a day school offering a multi-cultural community-based program to families in the Chapel Hill and Carrboro area.
Request: $8500
Recommendation: Funding of $8500 to provide day care services to low income Chapel Hill families.
CORNUCOPIA HOUSE
The mission of Cornucopia House is to provide a nurturing environment where patients, families, and others can gather to share and receive support, resources, and education to cope with cancer.
Request: $5000
Recommendation: The Board recommends funding in the amount of $2500 to support the Resource Center-Education Outreach program.
DISPUTE SETTLEMENT CENTER
Dispute Settlement Center is an agency whose mission is to promote the peaceful settlement of disputes and to prevent the escalation of conflict through mediation, facilitation, conciliation, and training.
Request: $9000
Recommendation: Funding is recommended in the amount of $8000 to serve Chapel Hill residents in Mediation, Juvenile Victim-Offender Mediation and Conciliation, RESOLVE Family Conflict Management training and work with youth in the school system and public housing neighborhoods.
DUKE COMMUNITY HOSPICE SERVICES (formerly Triangle Hospice)
Hospice improves the quality of life for persons facing death in Durham, Orange, Franklin, Granville and Wake Counties by providing medical, psycho-social, spiritual and bereavement care for the terminally ill and their loved ones.
Request: $3300
Recommendation: Funding of $3300 to support the bereavement program for children, Camp ReLeaf and individual counseling sessions at the Unicorn Bereavement Center.
EL CENTRO LATINO
The mission of El Centro Latino is to improve the quality of life for Latinos in Orange County by providing social and educational services, community development, advocacy and opportunities.
Request: $7500
Recommendation: The Board recommends funding of $6000 to El Centro Latino to provide services such as Family Support, Adult Education, Accesso and Leadership/Community Development.
FAMILY COUNSELING SERVICE (CHANGE)
The mission of Family Counseling Service is to provide accessible and effective mental health treatment, counseling, education and supportive services to strengthen individuals and families. The CHANGE program is a state approved treatment program for domestic violence offenders.
Request: $2500
Recommendation: The Board recommends funding in the amount of $2500 to serve participants from Chapel Hill.
FAMILY VIOLENCE PREVENTION CENTER
The mission of the Family Violence Prevention Center (FVPC) is to prevent and end family violence through community education and provision of direct services including emergency assistance, case management and court advocacy.
Request: $16,500
Recommendation: Funding of $14,000 for this year.
FREEDOM HOUSE
Freedom House provides extended care and transitional living to promote recovery from the disease of addiction. Freedom House provides halfway house/treatment services, social setting and non-hospital medical detox, acute SA stabilization and men’s transitional living services.
Request: $17,000
Recommendation: The Board recommends funding of $14,000 for substance abuse treatment services for Chapel Hill residents.
FRIENDS OF TRIANGLE SENIORS AND FOOD ASSISTANCE
FTFSA seeks to enhance and improve the quality of life of senior citizens throughout the Wake, Durham and Orange county areas. The agency’s goal is to enable triangle senior citizens to sustain respectable and independent lifestyles, ensure access to quality healthcare by providing transportation to and from medical facilities and free food assistance.
Request: $2000
Recommendation: The Board recommends $500 for services to low income Chapel Hill residents.
HOPELINE, INC.
Hopeline, Inc. is a crisis intervention and suicide prevention help line which provides caring, non-judgmental listening and resource information for Orange, Durham and Wake counties 24 hours a day.
Request: $1500
Recommendation: Funding of $1000 for telephone crisis services this year.
INTER-FAITH COUNCIL
The Interfaith Council for Social Service (IFC) has identified as its mission to meet basic needs and help individuals and families achieve their goals. The primary goals are to provide emergency shelter, food, direct services, advocacy and information to people in need.
Request: $5,500
Recommendation: The Board recommends funding of $5500 this year.
KIDSCOPE
The KidSCope program is an early intervention program whose mission is to provide specialized services to young children who are experiencing social, emotional, and/or behavioral difficulties.
Request: $5000
Recommendation: Funding of $4000 is recommended.
MENTAL HEALTH ASSOCIATION IN ORANGE COUNTY
The mission of the Mental Health Association is to promote positive mental health among the residents of Orange County through advocacy, education, collaboration and service.
Request: $6000 (Compeer program)
Request: $2000 (Peer Bridger)
Recommendation: Funding of $5500 for the Compeer program to match volunteers with adults with severe and persistent mental illness. The Board recommends funding of $1000 for the Peer Bridger program to support adults with mental illness in transition from hospitalization to the community.
MIDDLE SCHOOL AFTER SCHOOL PROGRAM (CIS-OC)
Communities in Schools of Orange County is the nonprofit agency that serves as the fiscal agent for funds to support the Middle School After School program in Orange County. The mission of the program is to provide quality after school programs with positive educational, social and recreational alternatives for middle school students.
Request: $27,500
Recommendation: The Board recommends funding of $26,500 for this year.
ORANGE COUNTY DISABILITY AWARENESS COUNCIL
Orange County Disability Awareness Council is a nonprofit, volunteer citizen’s action group dedicated to improving the quality of life for persons with disabilities in Orange County.
Request: $7500
Recommendation: Funding of $1000 is recommended this year.
ORANGE COUNTY LITERACY COUNCIL
The mission for the Orange County Literacy Council is to achieve 100% adult literacy in Orange County in order to help adults achieve their employment, community and family and life goals.
Request: $8800
Recommendation: The Board recommends funding of $7000 for literacy services to Chapel Hill residents.
ORANGE COUNTY PARTNERSHIP FOR YOUNG CHILDREN
The mission of the Partnership is to ensure that all young children arrive at school healthy and ready to succeed. The Partnership is the administrator for the Smart Start Early Childhood Initiative.
Request: $5,000
Recommendation: The Board recommends $1500 to support the Community Collaborative Initiatives Project.
ORANGE COUNTY RAPE CRISIS CENTER
The mission of the Orange County Rape Crisis Center is to stop sexual violence and its impact through support, education, and advocacy. The Center provides direct services through a 24-hour crisis line, support groups and community education.
Request: $15,000
Recommendation: Funding of $12,000 for services this year.
ORANGE ENTERPRISES
The mission of Orange Enterprises is to maximize vocational potential from the beginning of work until retirement for persons who have employment barriers.
Request: $5000
Recommendation: Funding of $4000 for vocational services to Chapel Hill residents.
PA’LANTE
The mission of Pa’Lante is to offer Hispanic teens opportunities to improve their success in high school and to promote integration among the immigrant and established population.

PIEDMONT WILDLIFE CENTER
Piedmont Wildlife Center’s mission is to support North American wildlife and their habitat through rehabilitation, education, and scientific study, with emphasis given to wildlife and wilderness of the North Carolina Piedmont.

Recommendation: Funding of $500 is recommended for education programs for children in Chapel Hill.
PLANNED PARENTHOOD
Planned Parenthood of Orange and Durham Counties provides educational and health care services aimed at reducing the incidence of unwanted pregnancy, AIDS, and other sexually transmitted infections especially among teens and low income men and women.
Request: $1500
Recommendation: Funding of $1000 for education services for Chapel Hill teens and low-income clients.
STREET SCENE TEEN CENTER
The mission of the Teen Center is to provide a safe, alcohol and drug free environment for Chapel Hill teens in the downtown area. The Center serves the needs of teens by providing supervised activities during their out of school time.
Request: $5500
Recommendation: The Board recommends funding of $5000 to Street Scene.
THE ARC
The Arc works with and for people who have or are at risk for developmental disabilities to promote full participation in all areas of life in our community. The Arc works toward this mission through advocacy, education, and collaboration and quality supports.
Request: $13,000
Recommendation: Funding of $10,000 for respite care services and the Community Connections program which recruits and trains volunteers and provides self-advocate education.
THE COMMUNITY BACKYARD
The Community Backyard provides support to children and families with complex needs who reside in Orange, Chatham and surrounding counties. The organization helps establish services, evaluates needs, advocates for policies that affect safety/well being and develops guidelines for use of funds.

Recommendation: The Board recommends $600 for this year.
THE LEAFLIGHT
The Leaflight is a religious and charitable, educational and scientific non-profit organization whose activities include research, education, planning and policy. The mission of the Leaflight is to foster programs and policy for sustainable development.

THE WOMEN’S CENTER
The mission of the Women’s Center is to support Triangle area women in achieving their personal and professional goals through information, education, referral and support services.

TRIANGLE READING SERVICE
The purpose of Triangle Reading Services is to provide current information to blind, visually impaired, elderly and print impaired residents of the Greater Triangle area.
Request: $3750
Recommendation: Funding in the amount of $3500 for services to Chapel Hill residents.
TRIANGLE RESIDENTIAL OPTIONS FOR SUBSTANCE ABUSERS
TROSA is a two-year substance abuse recovery program with the mission “to assist in changing lives and increasing law-abiding behavior by providing a self-supporting, two-year, residential self-help community serving offenders and substance abusers at no cost to the individuals.”
Request: $5000
Recommendation: Funding of $1000 is recommended for substance abuse treatment services to Chapel Hill residents.
UNC DEPARTMENT OF PSYCHIATRY- OUTREACH PROGRAM
The Outreach Program of UNC Psychiatry operates within the IFC Community House and helps mentally ill individuals who need treatment. The program serves residents of IFC as well as other homeless individuals.
Request: $3500
Recommendation: The Board recommends funding of $3500 for the Outreach Program.
VOLUNTEERS FOR YOUTH
Volunteers For Youth, Inc. is a youth serving organization, meeting the needs of delinquent and high-risk young people in Orange County through a one-on-one volunteer program, a community services program and a youth and family counseling program.
Request: $5000
Recommendation: Funding of $5000 to Volunteers for Youth.
YOUTH CREATING CHANGE
The mission of Youth Creating Change is to empower today’s youth to create positive change within their communities and lives.
Request: $5000
Recommendation: Funding of $1000 is recommended this year for Youth Creating Change.
