SUBJECT:       Duplex Discussions

 

DATE:             June 30, 2004

 

 

On May 24, 2004, the Council had on its agenda consideration of a “Duplex Discussion Paper.”  This paper had been prepared in response to a Council request on March 1. 

 

The Council had a long agenda on May 24, and needed to defer this item; accordingly, it was scheduled for tonight’s agenda and we resubmit the item (attached).

 

The Council may wish to defer discussion again.  The Community Design Commission has been studying this topic, has conducted a workshop, and is developing recommendations to present to the Council.  Those recommendations will be completed this summer for presentation to the Council in September.

 

We recommend that the Council defer discussion of this issue until September, so that the ideas and recommendations of the Community Design Commission can be considered.  We attach a resolution that would defer consideration until September 27, and that asks the Community Design Commission to make its report and recommendations to the Council such that the recommendations can be considered on September 27.

 

Alternatively, the Council may decide to discuss these issues tonight.

A RESOLUTION DEFERRING DISCUSSION OF DUPLEX ISSUES, AND REQUESTING THE COMMUNITY DESIGN COMMISSION TO OFFER RECOMMENDATIONS BY SEPTEMBER 27, 2004 (2004-06-30/R-21)

 

WHEREAS, the Town Council has requested that a Discussion Paper be prepared for Council consideration, offering comments and recommendations on issues related to regulation of duplex dwelling units;  and

 

WHEREAS, the Town Manager has prepared a report for discussion; and

 

WHEREAS, the Community Design Commission is conducting discussions on this issue for presentation to the Council, but has not completed its work at this time;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council defers discussion of these issues until September 27, 2004.

 

BE IT FURTHER RESOLVED that the Council requests the Community Design Commission to present the results of its discussions at the Council’s September 27 meeting.
