SUBJECT:       Amendment of Parks and Recreation Budget to Account for Program Revenues and Expenditures

The attached ordinance would amend the Parks and Recreation Department’s budget to account for additional programs held during FY 2003-04 that were not included in the original department budget.  If enacted, both revenues and expenditures would be increased by $5,902.

DISCUSSION

The Parks and Recreation Department’s User Fee Policy allows the Department to operate programs not included in the budget as long as the programs recover at least the same amount of revenue as the cost of the programs.  The attached ordinances would increase the revenues and expenditures related to two Department programs that were not included in the original budget for FY 2003-04.

The Dixie Rock Climbing Competition cost about $3,000 to run and brought in about $3,100 in revenues. This event is held annually at the Community Center and attracts about 100 competitors.  Expenditures for salaries, purchase of prizes, and supplies were offset by entry fees and sale of event shirts.  The Department also held additional Cultural Camps during the summer of 2003 in various locations.  The extra camps brought in $2,902 in extra revenue from program fees.  Expenditures were related to hiring staff and purchase of supplies.  The proposed budget amendment accounts for the extra revenue and an offsetting amount of expenditures.

RECOMMENDATION

Manager’s Recommendation: That the Council enact the attached budget ordinance increasing both the budgeted amounts of revenues and expenditures for the Parks and Recreation Department by $5,902.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003 and the same is hereby amended as follows:
