SUBJECT:       Authorization to Submit Public Housing Assessment System (PHAS) Management Operations Certifications

DATE:             June 30, 2004

The attached resolution would authorize the Manager to submit the Public Housing Assessment System (PHAS) Management Operations Certifications to the U.S. Department of Housing and Urban Development as required by federal regulations.

BACKGROUND

The Public Housing Assessment System (PHAS) Management Operations Certification  must be submitted to the U.S. Department of Housing and Development annually by August 31^st.

The PHAS Certification establishes procedures whereby HUD evaluates the management of public housing agencies. Using standard performance criteria for all agencies, HUD determines areas of good management and areas needing improvement. The information included on the PHAS Certification is based on a self-evaluation a public housing agency’s overall performance in the following areas.

• Vacant Unit Turnaround Time
• Capital Fund
• Work Orders
• Annual Inspection of Dwelling Units and Systems
• Security
• Economic Self-Sufficiency

Based on HUD’s review of our past PHAS Certifications no areas of management were identified as needing improvement.  PHAS Certification information was last reported to the Council on August 25, 2003.

DISCUSSION

The 2003-2004 PHAS Certification is due to the U.S. Department of Housing and Urban Development by August 31, 2004.

The Council has traditionally considered the submittal of the PHAS Certification during the first meeting in August, which provided sufficient time to meet the August 31^st deadline. 

Because of a change in the Council’s meeting schedule, we recommend that the Manager be authorized to submit the report to HUD by August 31, 2004, and to the Council at its September 7, 2004 meeting. 

RECOMMENDATION

That the Council adopt the attached resolution authorization the Manager to submit  Public Housing Assessment System(PHAS) Management Operations Certifications as required by the U.S. Department of  Housing and Urban Development.

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby authorizes the Town Manager to submit Public Housing Assessment System (PHAS) Management Operations Certifications as required by the U.S. Department of Housing and Urban Development.
