SUBJECT: Response to a Petition Requesting Traffic Calming Measures in the Cedar Hills Neighborhood

The following report responds to a petition from residents of the Cedar Hills neighborhood requesting traffic calming measures on Cedar Hills Drive, Cedar Hills Circle, and Silo Drive.
At its April 14, 2004 meeting, the Town Council received and referred a petition from five residents of Cedar Hills neighborhood requesting the installation of traffic calming measures on Cedar Hills Drive, Cedar Hills Circle, and Silo Drive. A copy of the petition is provided in Attachment 1. The residents expressed the following concerns in the petition:

The Cedar Hills neighborhood roads are 20 feet in width from edge of pavement to edge of pavement, with moderate curves and slopes. There are no public sidewalks in the neighborhood, and the posted speed limit is 25 mph.
DISCUSSION
Since the street connection was made with Kingston Court in the early 1980’s, the Cedar Hills Neighborhood has experienced increased cut-through traffic. Some drivers apparently use Cedar Hills Drive as part of an alternative route to travel between Airport Road, Piney Mountain Road, and Weaver Dairy Road.
In response to a petition received in 1994, the Council approved multi-way stop control at three intersections in this neighborhood.
Currently, we have 21 petitions for traffic calming measures that are pending further action by the Council. We have completed traffic studies and have developed preliminary plans for several of these petitions, but they have been held until the Council decides on policy and procedures for traffic calming Town-wide. The Council is scheduled to take action on proposed traffic calming policy and procedures tonight.
Absent other direction by the Council, we propose to evaluate this petition in accordance with the Town Traffic Calming Policy and Procedures, if such a policy is established by the Council. If a policy is not adopted by the Council, we would evaluate this petition under the current administrative traffic calming procedures.
