SUBJECT: Response to Petitions Requesting Traffic Calming Measures in Southern Village

The following report responds to a petition from the Southern Village Homeowners Association and a petition from Southern Village resident Mr. William Burch requesting the installation of traffic calming measures on several streets in Southern Village.
Upon receipt of a valid petition in accordance with the Town Traffic Calming Policy, we will study the requested streets in Southern Village, propose an improvement plan, and prioritize the project based on the adopted ranking system. We will present traffic calming projects (which have completed the necessary procedural steps) to the Council for funding consideration during its annual budget deliberations this winter.
At its May 24, 2004, meeting, the Town Council received and referred a petition from the Southern Village Homeowners Association requesting the installation of traffic calming measures on several streets in Southern Village. At the same meeting, the Council also received and referred a petition from Southern Village resident Mr. William Burch, 707 Highgrove Drive, requesting the installation of traffic calming measures at and near the vicinity of Highgrove Drive and Parkview Crescent. The locations requested in Mr. Burch’s petition are duplicated in the Association’s petition. Copies of the petitions are provided in Attachment 1.
The petitions express concerns about speeding and failure to adhere to traffic signs. The Association’s petition requests traffic calming on 24 streets in Southern Village. The petition from Mr. Burch specifically requests traffic calming at or near the intersection of Highgrove Drive and Parkview Crescent.
Attachment 2 is a map of the Southern Village area.
DISCUSSION
We have advised Mr. Burch that the petition from the Southern Village Homeowners Association was received and referred by the Town Council, including the request for traffic calming measures on Highgrove Drive and Parkview Crescent. He agreed that we should consider his specific request as part of our evaluation of the comprehensive petition submitted by the Association.
At its June 30 meeting, the Council adopted Traffic Calming Policy and Procedures including a neighborhood petition process. Currently, we have 24 petitions for traffic calming that are pending evaluation in accordance with the approved policy and procedures.
Town policy requires that a valid petition for traffic calming measures must be signed by two-thirds of the property owners within the service area surrounding the proposed project site(s). We have contacted the Southern Village Homeowners Association and provided them with a copy of the adopted Traffic Calming Policy and Procedures. We also advised the Association that the number of signatures on the submitted petition is less than 2/3’s of the property owners within the service area surrounding the proposed project site(s), and we have provided a new petition form and information on the required number of signatures. The Association is currently in the process of obtaining the required signatures.
