SUBJECT: Response to a Petition Requesting Traffic Calming Measures on Sedgefield Drive

The following report responds to a petition from Mr. Richard LaScala requesting the installation of traffic calming measures on Sedgefield Drive.
Upon receipt of a valid petition in accordance with the Town Traffic Calming Policy, we will study Sedgefield Drive, propose an improvement plan, prioritize the project based on the adopted ranking system and present traffic calming projects (which have completed the necessary procedural steps) to the Council for funding consideration during its annual budget deliberations this winter.
At its June 30, 2004, meeting the Town Council received and referred a petition from Mr. Richard LaScala, 2432 Sedgefield Drive, requesting the installation of traffic calming measures on Sedgefield Drive. A copy of the petition is provided in Attachment 1. The petition expresses concern about speeding on Sedgefield Drive and requests that studies be conducted and that appropriate traffic calming devices be installed.
Sedgefield Drive is a paved two-way street approximately 1600 feet long and 27 feet wide, connecting Weaver Dairy Road and Honeysuckle Road. It functions as a portion of the collector street system serving the Booker Creek subdivision. The speed limit on Sedgefield Drive is 25 mph.
Attachment 2 is a map of the Sedgefield Drive area.
DISCUSSION
At its June 30 meeting, the Council adopted Traffic Calming Policy and Procedures including a neighborhood petition process. Currently, we have 24 petitions for traffic calming that are pending evaluation in accordance with the approved policy and procedures.
Town policy requires that a valid petition for traffic calming measures must be signed by two thirds of the property owners within the service area surrounding the proposed project site(s). We have contacted Mr. LaScala and provided him with a copy of the adopted Traffic Calming Policy and Procedures. We also provided a petition form for the Sedgefield Drive request and information on the required number of signatures. Mr. LaScala is in the process of obtaining the required signatures.
