AGENDA #4e

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:       Acceptance of Bureau of Justice Assistance Bulletproof Vest Partnership Grant

DATE:             September 13, 2004

The attached resolution would authorize the acceptance of a grant recently approved for the Police Department by the Department of Justice Bureau of Justice Assistance.

The attached budget ordinance would establish a project account for the grant.

BACKGROUND AND DISCUSSION

The Bulletproof Vest Program is a Department of Justice program which assists states and units of local government in obtaining funds to purchase ballistic vests for law enforcement officers.  The program requires that each jurisdiction pay for one half of the cost of each qualifying vest.  The Police Department’s operations budget has an allocation to purchase the vests. The grant funds would pay for the remainder of the cost. The Department has been approved to receive up to $9,111 for reimbursement of eligible purchases.  Acceptance of these funds would help to defray the cost of purchasing new vests and would allow the Department to make improvements in the quality of vests that it purchases.

RECOMMENDATIONS

a)           That the Council adopt the attached resolution authorizing the acceptance of the Bureau of Justice Assistance Bulletproof Vest Partnership Grant.

b)           That the Council adopt the attached ordinance establishing a project account for the aforementioned grant.
