SUBJECT:       Change in Contracting Agency from North Carolina Cooperative Extension to Orange County

 

DATE:             September 13, 2004

 

 

The purpose of this memorandum is to request that the Town Council authorize contracting with Orange County for services to be performed by the Orange County Center of the North Carolina Cooperative Extension Service.

 

The attached resolution would authorize the Manager to enter into a Performance Agreement with Orange County.

 

BACKGROUND

 

On April 26, 2004, the Council budgeted $13,700 of 2004-2005 Community Development funds for the North Carolina Cooperative Extension to operate the PAYOFF program in Chapel Hill.  The purpose of the program is to educate overweight youths and their families on nutrition, physical activity, and psycho-social skills to promote a healthier lifestyle.  Recruitment for the program will target residents of public housing as well as other lower income areas of Chapel Hill.

 

DISCUSSION

 

After the Council approved the 2004-2005 Community Development program allocating funds to North Carolina Cooperative Extension, the agency informed the Town that Orange County agreed to manage program finances and be legally responsible for the program.  Therefore, the Town’s Performance Agreement for the program would be with Orange County.

 

MANAGER’S RECOMMENDATION

 

That the Council adopt the attached resolution authorizing the Manager to enter into a Performance Agreement with Orange County. 


A RESOLUTION AUTHORIZING THE MANAGER TO ENTER INTO A PERFORMANCE AGREEMENT WITH ORANGE COUNTY (2004-09-13/R-5)

 

WHEREAS, by Resolution 2004-04-26/R-12, the Town Council granted $13,700 of Community Development Block Grant Program funds to North Carolina Cooperative Extension to implement the PAYOFF Program; and

 

WHEREAS, North Carolina Cooperative Extension has requested that the Town change the contracting entity to “Orange County”;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to enter into a Performance Agreement with Orange County for services to be performed by the North Carolina Cooperative Extension.
