SUBJECT: Bids for the Remanufacture of Up to 13 Transit Buses

This attached resolution would award a contract for the remanufacture of 5 transit buses to Complete Coach Works for $984,945.
The Town currently owns 13 1990 model RTS buses that were scheduled for replacement in FY2002. The useful life of a vehicle of this type is 12 years. On April 2, 2003, the Council received a report on the cost effectiveness of remanufacturing buses and directed the staff to pursue the remanufacture of these buses rather than replacing them at a higher cost.
The Town’s Request for Proposals was for the remanufacture of a maximum of 13 transit buses. The lowest bid received only allows for the remanufacture of 5 buses. An option was included in the proposal to allow for the remanufacture of additional buses if funding can be secured within 180 days of award of a contract. The Town will continue to look for additional funds for this project until the remanufacture of all 13 buses is complete.
The Town has been allocated $944,000 in federal funds for this project. This amount will remanufacture 5 transit buses based on the bids received. With federal approval of the grant State matching funds totaling ten percent ($118,000) of this award will be requested. The Town will provide a local match of $118,000 that is currently available in the Capital Reserve Fund.
The Notice to Bidders was published in the July 25, 2004 edition of The Chapel Hill News and in the July 29, 2004 edition of Greater Diversity News, a minority publication. The Notice was also published in the July 26, 2004 edition of Passenger Transport, a weekly newspaper of the public transportation industry. Bid notices were sent to nine bus rebuilders throughout the United States. On September 9, 2004, three bids were received and opened.
The Town developed specifications for these buses using standard specifications for remanufacturing transit buses.
Bidders were required to submit technical information regarding major component changes, compliance with new air quality emission standards, confirmation on possible training of operators and mechanics, a suggested list of spare parts and maintenance tools if different from those for existing vehicles, and warranty provisions. Complete Coach Works met all requirements of the specifications. The remanufacture and delivery schedule of the buses was quoted at 90 days for the first bus and 30 days for each bus thereafter.
That the Council adopt the following resolution awarding a contract to Complete Coach Works for the remanufacture of 5 transit buses.
A RESOLUTION AWARDING A CONTRACT FOR THE REMANUFACTURE OF 5 TRANSIT BUSES (2004-09-27/R-5)
WHEREAS, the Council of the Town of Chapel Hill has solicited formal bids by legal notice on July 25, 2004, in accordance with G.S. 143-129 for the remanufacture of up to 13 transit buses; and
WHEREAS, in accordance with the specifications, the following bids were received and opened on September 9, 2004:

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that a contract for the remanufacture of 5 transit buses in the amount of $984,945 be awarded to Complete Coach Works.
