SUBJECT: Consideration of Additional Language to Council Recommendations on the Durham-Chapel Hill-Carrboro 2030 Long Range Transportation Plan

BACKGROUND
On September 13, 2004 the Council held a Public Forum on the Durham-Chapel Hill-Carrboro 2030 Long Range Transportation Plan. At that Forum there was citizen comment on the status of the Weaver Dairy Extension in the proposed Plan. On September 22, 2004 the Transportation Advisory Committee discussed the draft 2030 Plan.
DISCUSSION
In preparation for the Transportation Advisory Committee meeting we met and discussed the status of the Weaver Dairy Extension. We have reviewed the analysis prepared by the Durham-Chapel Hill-Carrboro Urban Area staff and believe that the Weaver Dairy Extension between N.C. 86 and Homestead Road should be included in the 2030 Plan as a two lane facility. We also believe that until there is further progress in developing plans for the development of the Carolina North area the Weaver Dairy Road Extension between Homestead Road and the Horace Williams property can be removed from the Long Range Transportation Plan. This segment is identified as project #115 in the 2030 Plan. We raised this issue at the September 22, 2004 Transportation Advisory Board meeting and regional staff will be assessing the impacts of removing this roadway from the Plan. We will receive the results of that analysis on September 29, 2004. The Transportation Advisory Committee is scheduled to approve the final 2030 Plan on September 29, 2004.
