SUBJECT:       Follow-Up Report Regarding Traffic Issues on Cameron Avenue

This report provides information on proposed alternatives for bike lanes and parking on Cameron Avenue.

 

Resolution A and Ordinance A (Manager’s Recommendation): 

The Manager recommends installation of parking meters with no change in current striping for parking and bicycle facilities on Cameron Avenue.  Adoption of Resolution A and enactment of Ordinance A would direct the Manager to install parking meters on those segments of Cameron Avenue where parking is currently allowed, with no changes in current striping for parking and bicycle facilities.

 

Resolution B and Ordinance B (Manager’s Alternative Recommendation):

If the Council wishes to establish striped bike lanes on Cameron Avenue, the Manager recommends adoption of Resolution B and enactment of Ordinance B that would establish 8-foot wide striped bike lanes and would prohibit on-street parking from 7:00 am to 7:00 pm, Monday through Friday, on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road.  Un-metered on-street parking would be permitted on both sides of this section of Cameron Avenue between the hours of 7:00pm and 7:00am

 

Resolution C and Ordinance C (Advisory Boards’ Recommendation):

Adoption of Resolution C and enactment of Ordinance C would direct the Manager to implement changes recommended by the Bicycle and Pedestrian Advisory Board and the Transportation Board that would establish 8-foot wide striped bike lanes and would prohibit on-street parking at all times on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road.

 

Resolution D and Ordinance D (Petitioner’s Proposal):

Adoption of Resolution D and enactment of Ordinance D would direct the Manager to implement changes proposed in a petition submitted by Mr. Nicholas Lurie that would establish 5-foot wide striped bike lanes adjacent to 7-foot wide unmetered on-street parking lanes on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road.

 

Resolution E and Ordinance E (Petitioner’s Proposal Including Parking Meters):

Adoption of Resolution E and enactment of Ordinance E would direct the Manager to implement changes proposed in the petition submitted by Mr. Lurie (described above) with the addition of parking meter installations along both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road.

 

 

Resolution F and Ordinance F (Generic Resolution and Ordinance):

If the Council wishes to implement changes other than those outlined above, the generic Resolution F and Ordinance F can be completed on the floor as necessary.

 

BACKGROUND

 

The Council received reports and took actions in 1988 and 1996 regarding on-street parking and bike lane regulations on Cameron Avenue.  Following receipt of a report at its December 11, 2000 meeting, the Council approved the current parking and bike lane configuration and regulations on Cameron Avenue.  The parking regulations included elimination of on-street parking adjacent to areas where center turn lanes exist.  Cameron Avenue between Merritt Mill Road and Pittsboro Street is striped to allow one travel lane in each direction with a center turn lane at its intersections with Kenan Street, Ransom Street, Mallette Street, and Merritt Mill Road.  The center turn lane is continuous between Kenan Street and Mallette Street.

 

At its June 24, 2002 meeting, the Council received a staff report in response to a petition from Mr. Richard Goldberg regarding several traffic issues on Cameron Avenue, Columbia Street and McCauley Street.  At its September 9, 2002 meeting, the Council received another staff report responding to Mr. Goldberg’s comments on the June 24, 2002 report.  Mr. Goldberg requested that the Town conduct a new study on Cameron Avenue and remove on-street parking.  He stated that most cars parked on Cameron Avenue belong to students who can be accommodated by fare free public transit, thereby eliminating much of the need for parking in this area.  The Council referred the report to the Town Transportation Board and the Bicycle and Pedestrian Advisory Board for review and recommendations.

 

At its January 13, 2003 meeting, the Council received a staff report including recommendations from the Transportation Board and Bicycle and Pedestrian Advisory Board.  In this report, the Manager recommended no changes in the existing striping and other traffic controls on Cameron Avenue, with the exception of adding bicycle signage at the intersection of Cameron Avenue and Ransom Street.  At the request of the Transportation Board Chairman, the Council referred the report to the Transportation Board and the Bicycle and Pedestrian Advisory Board for review and recommendations.

 

At its May 10, 2004 meeting, the Council received a staff report regarding proposed changes in existing parking and bike lane accommodations on Cameron Avenue between Pittsboro Street and Merritt Mill Road.  The Manager recommended that the Council take no action regarding proposed changes.  The May 10 staff report is provided in Attachment #1. 

 

At its May 10th meeting, the Council also received a petition from Mr. Nicholas Lurie requesting that the Town maintain the current on-street parking on both sides of Cameron Avenue and install striped bike lanes adjacent to the parking spaces by narrowing the travel lanes.  A copy of Mr. Lurie’s petition is provided in Attachment #2.

 

On May 11th, the Council received an email petition from Mr. Wayne Pein expressing opposition to any proposed changes to the current conditions on Cameron Avenue.  Mr. Pein’s petition is provided in Attachment #3.

 

The Council referred the Manager’s May 10th report and Mr. Lurie’s petition to the Transportation Board and to the Bicycle/Pedestrian Advisory Board for comments.  The Council also referred Mr. Lurie’s petition to the Manager for review and comment, including the possibility of installing parking meters on Cameron Avenue.  Minutes of the May 10, 2004 Council meeting regarding Cameron Avenue are provided in Attachment #4.

 

DISCUSSION

 

Cameron Avenue between Merritt Mill Road and Pittsboro Street is currently striped for one travel lane in each direction with a center turn lane at its intersections with Kenan Street, Ransom Street, Mallette Street, and Merritt Mill Road.  The center turn lane is continuous between Kenan Street and Mallette Street. The posted speed limit is 25 mph.

 

Cameron Avenue is a multi-use facility that accommodates several modes of transportation with 45 feet of pavement width from face of curb to face of curb. Pedestrians, bicycles, cars, trucks, buses, and existing on-street parking share this corridor. Currently, on-street parking is prohibited on the south side of Cameron Avenue between 7:00 am and 9:45 am and on the north side between 3:00 pm and 6:00 pm.  During those hours when on-street parking is prohibited, the respective parking lanes are designated as bike lanes.  Attachment #5 is a sketch of existing conditions on Cameron Avenue.

 

At its May 10th meeting, in response to petitioners’ comments and discussion on the floor, the Council requested further information on several options for possible changes in bicycle and parking accommodations on Cameron Avenue between Pittsboro Street and Merritt Mill Road.

 

Option A: Install parking meters on those segments of Cameron Avenue where parking is currently allowed, with no changes in current striping for parking and bicycle facilities (see Attachment #5).  The Manager recommends Option A.

 

Comment: We think that the existing striping and parking regulations on Cameron Avenue provide a reasonable compromise for providing safe and effective service to all users of this multi-purpose public street.  The installation of parking meters could provide for more turnover of available spaces and would provide additional parking fund revenue to the Town.

 

Advantages:

·        Provides most efficient use of available on-street parking by designating uniformly sized spaces.

·        Provides parking revenue.

·        Increases stock of metered parking in vicinity of downtown (possibly partially offsetting potential loss of spaces during proposed changes in Parking Lot 2 and Parking Lot 5).

 

Disadvantages:

·        Time-of-day metered parking coupled with time-of-day bike lanes would require increased enforcement efforts.

 

Option B: If the Council wishes to establish striped bike lanes on Cameron Avenue, on-street parking could be prohibited on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road from 7:00 am to 7:00 pm, Monday through Friday; and 8-foot wide striped, designated bike lanes could be installed on both sides of the street, overlaying the parking lane, for use by cyclists during hours that parking is prohibited (see Attachment #6). Option B is the Manager’s alternative recommendation.

 

Comment: We believe that there would be insufficient parking to meet the daytime demand on Cameron Avenue if on-street parking was prohibited from 7 am to 7 pm.  We are also concerned that eliminating on-street parking on Cameron Avenue during daytime hours could result in more cars attempting to park on streets in the adjacent residential neighborhoods, exacerbating the parking problems that already exist.  We believe that the current arrangement allows on-street parking during the hours when bicycle traffic is lowest; and restricts parking from the bicycle lanes when bicycle traffic is highest.

 

Advantages:

·         Establishes full-time, striped, designated bike lanes that some cyclists believe would increase safety for bicycle riders.

·         Maintains relatively wide travel lanes for motorized vehicular traffic while providing pavement striping clearly separating travel lanes designated for bicycles and for motorized vehicles.

·         Allows area residents to park on Cameron Avenue during night time hours and on weekends.

 

Disadvantages:

·        Eliminates approximately 90 parking spaces during daytime hours.

·        Could increase demand for on-street parking in adjacent neighborhoods during daytime hours.

·         Separation of car/truck traffic and bicycle traffic sometimes results in increased speeding by motorized vehicles.

 

Option C: Eliminate on-street parking at all times on both sides of Cameron Avenue between Merritt Mill Road and Pittsboro Street and install full-time, 8-foot wide striped bike lanes on both sides of the street (see Attachment #6).  The Advisory Boards recommend Option C.

 

Comment: We are concerned that eliminating on-street parking on Cameron Avenue could result in more cars attempting to park on streets in the adjacent residential neighborhoods, exacerbating the parking problems that already exist.

 

Advantages:

·         Establishes full-time, striped, designated bike lanes that some cyclists believe would increase safety for bicycle riders.

·         Maintains relatively wide travel lanes for motorized vehicular traffic while providing pavement striping clearly separating travel lanes designated for bicycles and for motorized vehicles.

 

Disadvantages:

·        Eliminates approximately 90 on-street parking spaces.

·        Could increase demand for on-street parking in adjacent neighborhoods.

·         Separation of car/truck traffic and bicycle traffic sometimes results in increased speeding by motorized vehicles.

 

Option D (Petitioner’s Proposal Including Parking Meters):  Allow on-street parking on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road at all times, install parking meters at all parking spaces, and create 5-foot wide, striped, designated, full-time bike lanes adjacent to the parking spaces (see Attachment #7).

 

Comment: Engineering Department staff researched this option and found that several major cities including Chicago, IL; Cambridge, MA; and Portland, OR have implemented this type of bike lane/parking lane configuration.  A Policy on Geometric Design of Highways and Streets published by the American Association of State Highway and Transportation Officials (AASHTO) provides guidelines for implementing different striping configurations that combine bicycle lanes, parking lanes, and travel lanes on the same street cross-section. 

 

The option proposed by Mr. Lurie is included in the guidelines with a cautionary note about the increased “dooring” hazard that is created when a bicycle lane is created immediately adjacent to a parking lane. Our research suggests that the number of accidents involving bicycles and parked vehicles can be expected to increase if this configuration is implemented.  In Boston and Cambridge, MA, the number of bicycle accidents involving parked vehicles increased approximately 5% in areas using the proposed configuration.  In Santa Barbara, CA when this configuration was initially implemented in 1995, 16% of the bicycle accidents involved “dooring”.  We understand that this percentage decreased with time as cyclists and parkers became accustomed to the striping configuration and the need for caution.

 

Our review of accident records for the past two years revealed that, despite the high volume of cyclists using Cameron Avenue, only two reported accidents have involved bicycles.  We are concerned that implementation of Mr. Lurie’s proposal may increase the number of bicycle accidents as a result of the narrowed vehicular travel lanes, increased “dooring” hazard potential and motorist/bicyclist unfamiliarity with the striping configuration.

 

Advantages:

·        Establishes full-time, striped, designated bike lanes that some cyclists believe would increase safety for bicycle riders.

·        Maintains approximately 90 on-street parking spaces.

·        Provides parking revenue via metered spaces.

·        Overflow parking can be accommodated on Cameron Avenue due to the possible changes in Lot 2 and Lot 5.

 

Disadvantages:

·        May increase the number of accidents involving with bicycles.

·        Vehicular travel lanes would be reduced to 10.5 feet in width thus increasing potential for conflicts between motorized vehicles and cyclists.

 

 

 

COMMENTS ON METERED PARKING

The Council requested information regarding the possible installation of parking meters on Cameron Avenue.

 

Number of Parking Meters: We believe that approximately 90 spaces (50 spaces on the north side and 40 spaces on the south side) could be designated for metered parking on Cameron Avenue between Merritt Mill Road and Pittsboro Street. The number of parking spaces are calculated considering the “no parking” areas necessary near existing driveways, fire hydrants, intersections and sections of Cameron Avenue with a center turn lane.

 

The total number of parking meters required would be 39 double meters and 12 single meters at an estimated cost of approximately $35,000. A budget amendment is required for installation of parking meters and it can be presented at the next Council meeting if the Council approves the installation of parking meters on Cameron Avenue.

 

Estimated Revenue: Annual revenue from these ninety parking spaces is estimated as follows:

 

Option A, Meters with no changes to the existing conditions: The estimated annual revenue is approximately $67,000 - $87,100.

 

Option D, Petitioner’s Proposal with Meters: The estimated annual revenue is approximately $90,000 - $117,000.

 

The estimated revenues are calculated based on our experience with other meters in the vicinity of downtown.  Also based on our experience, we think that under current conditions the metered spaces on Cameron Avenue will not be utilized significantly during approximately twelve weeks of the calendar year when the University is not is session.  This could change if parking demand increases due to the temporary elimination of spaces for construction on Parking Lots 2 and 5.

 

NEIGHBORHOOD SURVEY

We distributed a neighborhood opinion survey to residents of neighborhoods in the vicinity of Cameron Avenue where the potential changes in bike lanes and parking regulations would be implemented. 

 

We mailed the attached survey form (Attachment #8) soliciting comments from the area residents.  We make a note that Option A, the Manager’s recommendation as described above is included in the survey form without parking meters. We distributed 320 survey forms and 56 forms were returned with the following results:

 

Make no changes to existing conditions:  18 in favor

 

Prohibit on-street parking on both sides 7 am-7 pm and install striped bike lanes on both sides:  9 in favor

 

Eliminate on-street parking at all times on both sides and install striped bike lanes on both sides:  12 in favor

 

Allow on-street parking on both sides of Cameron Avenue at all times, install parking meters at all parking spaces, and create bike lanes adjacent to the parking spaces:  18 in favor

 

No Preference:  3

 

In order to return to the Council early this fall, we distributed the survey over the summer months.  We believe that the low return rate for the surveys results from the large number of student rental properties in the survey area.  Many of the addresses were vacant over the summer and our surveys were returned unopened. 

 

We believe the results of our survey are inconclusive.

 

CONCLUSION

 

After evaluating the field conditions and considering recent and past comments from citizens and advisory boards, it is clear that Cameron Avenue continues to accommodate a variety of users.

 

Cameron Avenue serves many modes of transportation and provides on-street parking, without it being necessary to entirely exclude any specific use category.  It is possible to improve conditions for one user category or another, but not, we believe, without reducing services to other user categories.

 

We think that the existing striping and parking regulations along with installation of parking meters on Cameron Avenue provide a reasonable compromise for providing safe and effective service to all users of this multi-purpose public street.  Cameron Avenue is a heavily used urban collector street. The effectiveness of the current traffic and parking regulations has been proven over the past years by the low number of accidents that have occurred and the lack of citizen complaints concerning this corridor.

 

RECOMMENDATIONS

 

Manager’s Recommendation (Resolution A and Ordinance A): 

The Manager recommends Option A:  Install parking meters with no change in current striping for parking and bicycle facilities on Cameron Avenue between Merritt Mill Road and Pittsboro Street.  

 

Adoption of Resolution A and enactment of Ordinance A would direct the Manager to install parking meters on those segments of Cameron Avenue where parking is currently allowed, with no changes in current striping for parking and bicycle facilities.

Section 1.  Section 21-29 of the Town Code “Parking meter zones” is hereby amended by adding the following:

A RESOLUTION DIRECTING THE TOWN MANAGER TO HAVE CAMERON AVENUE BETWEEN MERRITT MILL ROAD AND PITTSBORO STREET RE-STRIPED FOR 5-FOOT BIKE LANES, 7-FOOT PARKING LANES, AND 10.5-FOOT TRAVEL LANES IN EACH DIRECTION OF TRAVEL (2004-09-27/R-16d)

 

WHEREAS, the Council of the Town of Chapel Hill is interested in optimizing the operation of Cameron Avenue between Merritt Mill Road and Pittsboro Street for all users; and

 

WHEREAS, the Council has considered information on a variety of alternatives for modifying conditions and controls on Cameron Avenue between Merritt Mill Road and Pittsboro Street; and

 

WHEREAS, the Council has determined that certain changes could be made in the pavement striping and on-street parking on Cameron Avenue between Merritt Mill Road and Pittsboro Street without jeopardizing traffic operations; and

 

WHEREAS, the Council received recommendations from the Bicycle and Pedestrian Advisory Board and the Transportation Board regarding pavement striping and on-street parking on Cameron Avenue between Merritt Mill Road and Pittsboro Street;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council directs the Manager to re-stripe the Cameron Avenue to accommodate 5-foot bike lanes, 7-foot parking lanes, and 10.5-foot travel lanes in each direction of travel, between Merritt Mill Road and Pittsboro Street.
