SUBJECT:       Appointments to the Stormwater Management Utility Advisory Board

 

DATE:             October 11, 2004

 

 

The Council made appointments to this Committee at its September 27, 2004 meeting.  At that time, Milton Heath was unanimously appointed to the Committee in the category of “UNC Employee.”  Upon consideration of the Council’s intent at the time the Committee was formed, we believe that the seat in the category of “UNC Employee” was intended to be occupied by a person chosen by the University to represent its interests on the Committee.

 

For that reason, we recommend transferring Mr. Heath’s appointment to the category of “Residential Property Owner,” which would fill the third and final seat in that category.  We will proceed with this transfer unless otherwise instructed by the Council.

 

A recommendation from the University of North Carolina was distributed at the Council’s September 27, 2004 Council meeting, requesting that Margaret Holton be appointed to the seat in the “UNC Employee” category.  A copy of that recommendation is attached.

 

We recommend that the Council consider appointment of Ms. Holton to fill the University-related seat, and that the Council also consider the applicant for one of the four (4) remaining seats in the “Business Owner or Employee” category.
