SUBJECT:       Updates to the Council Procedures Manual

INTRODUCTION

 

Attached is a draft update of the Council Procedures Manual, which incorporates modifications and changes in procedures made by the Council since the last update in 1999, as well as a few grammatical corrections and clarifying language.

 

Adoption of the attached resolution would incorporate these modifications.

 

Draft modifications have been noted using strikethroughs to indicate language to be removed, and bold print to indicate new language.

 

DISCUSSION

 

The Council last updated and reprinted the Council Procedures Manual in 1999.  Since that time, several modifications have been.  Major updates include:

 

• Inclusion of the recent change to the membership of the Bicycle and Pedestrian Advisory Board (p. 24).
• Inclusion of language defining the steps necessary to modify the status of the Chapel Hill Public Arts Commission as a non-profit corporation (p. 25).
• Inclusion of the modification to membership on the Housing and Community Development Advisory Board adopted by the Council on June 30, 2004 (p. 29).
• Inclusion of the Stormwater Management Utility Advisory Board as a standing board, adopted by the Council on June 14, 2004 (p. 32).
• Inclusion of the February 8, 1988 resolution that designated a Student Government Liaison to the Town Council (p. 66).

 

FUTURE UPDATES TO THE MANUAL

 

Once all modifications desired by the Council have been included, the Manual will be reprinted and provided to the Council by placing a copy in each Council member’s office.  In order that the Council Procedures Manual remains in the most updated form possible, in future when modifications are made to the Manual the Town Clerk’s Office will issue replacement pages to be inserted in the appropriate place.  This will ensure that the Manual remains updated and that reprinting of the entire Manual will not be necessary.

RECOMMENDATION

 

We recommend that the Council adopt the attached resolution approving the updated Council Procedures Manual.

A RESOLUTION ADOPTING THE UPDATES TO THE COUNCIL PROCEDURES MANUAL (2004-10-11/R-3)

 

WHEREAS, the Council has made significant revisions to the Council Procedures Manual since its last update and reprinting in 1999; and

 

WHEREAS, significant modifications have been adopted and inserted into the updated draft Council Procedures Manual as presented to the Council at its meeting on October 11, 2004;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council adopts the updated draft of the Council Procedures Manual as presented at its meeting on October 11, 2004, and instructs the Town Clerk to reprint the updated Manual and distribute it to the Council.
