Parking Options for Construction at Parking at Lot #5

Development of Parking Lot #5 will cause the loss of approximately 170 parking spaces. About 30 to 40 spaces are leased, most by the University; the remaining spaces are used for hourly parking.

According to the Parking Services Division, the demand for hourly spaces is highest at night, when the lot can reach full capacity. During the day, demand is light except during lunchtime.

Parking Options

The attached map shows the location of up to 48 additional new on-street public parking spaces in the downtown area as determined by the Engineering Department and Parking Services. In addition, the map identifies areas on Cameron Avenue where the Town could add parking meters to 50 to 90 existing spaces to encourage turnover and meet some of the hourly parking demand.

  1. West Rosemary Street between Columbia and Church Streets

Estimated Number of Spaces: 8

  1. Franklin Street between Columbia and Church Streets

Estimated Number of Spaces: 10 (south side)

Comment: This would require NC Department of Transportation approval of re-striping the travel lanes to 10 feet. We believe this option would be problematic due to the need to provide left-turn lanes into existing driveways such as those at University Square.

  1. Cameron Avenue between Merritt Mill Road and Pittsboro Street

Estimated Number of Spaces: 50 to 90

Comment: Currently, bike lane and parking overlay zones exist on Cameron Avenue. The Town Council may decide on reconfiguration of Cameron Avenue on November 8, 2004.

  1. Roberson Street between Franklin Street and Cameron Avenue

Estimated Number of Spaces: 15

Comment: Existing residential permit parking would have to be removed by the Council.

  1. Graham Street between Franklin Street and Cameron Avenue

Estimated Number of Spaces: 15

Comment: Existing residential permit parking would have to be removed by the Council.

University Parking Lots

The University owns surface parking lots on either side of West Rosemary Street near Mitchell Lane; UNC parking permits are required to use the lots.  Based on conversations with Tim Saunders, Assistant Director of Transportation, UNC Department of Public Safety, we think it is unlikely that any spaces will be available in the University parking lots.
