SUBJECT:       Acceptance of Continuation Grants for Project Turn Around

The attached resolution would authorize the acceptance of two grants from the Orange-Chatham Justice Partnership that would continue funding for two current positions and other contract services in the Police Department’s Project Turn Around program.  The grants total $113,779.

 

The attached budget ordinance would establish project accounts for the grants.

 

BACKGROUND

 

Beginning in 2001, the Orange-Chatham Justice Partnership has funded a Juvenile Case Manager position for the Project Turn Around program.  In 2003, the Partnership added funding that provided additional contract treatment services to meet the increasing demands on the juvenile treatment program.  The Partnership also added funding for an Adult Substance Abuse Counselor to work with repeat offenders between the ages of 18 and 25.

 

Grant funding for these positions and services is renewable annually.  We have recently been notified that Partnership grants for Project Turn Around have been awarded for FY 2004-05 for the continuation of these programs and positions.

 

DISCUSSION

 

The Orange-Chatham Justice Partnership has approved FY 2004-05 funding in the amount of $69,378 for the continuation of the Project Turn Around Juvenile Case Manager position.  These funds will also allow for the continuation of contract counseling services for juveniles.

 

The Partnership has also approved FY 2004-05 funding in the amount of $44,401 for the Project Turn Around Adult Substance Abuse Counselor position.

 

There are no matching funds required of these two Partnership grants. 

 

RECOMMENDATIONS

 

We recommend that the Council adopt the attached resolution authorizing the acceptance of the FY 2004-05 Orange-Chatham Justice Partnership grants.

 

We recommend that the Council enact the attached budget ordinance establishing project accounts for the Partnership grants.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE ORANGE-CHATHAM JUSTICE PARTNERSHIP GRANTS (2004-10-27/R-6)

 

WHEREAS, Orange-Chatham Justice partnership has made funds available to enhance the quality of law enforcement services provided to local communities; and

 

WHEREAS, the Town’s applications in the amount of $113,779 were approved by the Orange-Chatham Justice Partnership to continue and enhance existing programs; and

 

WHEREAS, these grants would be used to continue the provision of comprehensive case management services for juveniles and repeat offenders between the ages of 18 and 25;

 

NOW, THERFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to accept the aforementioned grants and to make all necessary assurances.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2004” as duly adopted on June 14, 2004, and the same is hereby amended as follows:
