SUBJECT: Follow-Up Report Regarding Traffic Issues on Cameron Avenue

This report provides information on several options for bike lanes and parking on Cameron Avenue.
Option A: Resolution A and Ordinance A (Manager’s Recommendation)
The Manager recommends installation of parking meters with no change in current striping for parking and bicycle facilities on Cameron Avenue between Pittsboro Street and Merritt Mill Road. Adoption of Resolution A and enactment of Ordinance A would direct the Manager to install parking meters on those segments of Cameron Avenue where parking is currently allowed, with no changes in current striping for parking and bicycle facilities.
Option B: Resolution B and Ordinance B (Advisory Boards’ Recommendation and Manager’s Alternative Recommendation)
If the Council wishes to establish striped bike lanes on Cameron Avenue between Pittsboro Street and Merritt Mill Road, the Advisory Boards and the Manager recommend that the Council adopt Resolution B and enact Ordinance B that would direct the Manager to implement changes that would establish 5-foot wide striped bike lanes on both sides, two 12-foot wide travel lanes, and a 10-foot wide metered parking lane on the north side. Existing on-street parking would be eliminated on the south side.
Option C: Resolution C and Ordinance C
Adoption of Resolution C and enactment of Ordinance C would establish 8-foot wide striped bike lanes and would prohibit on-street parking from 7:00 a.m. to 7:00 p.m. Monday through Friday on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road. Un-metered on-street parking would be permitted on both sides between the hours of 7:00 p.m. and 7:00 a.m.
Option D: Resolution D and Ordinance D
Adoption of Resolution D and enactment of Ordinance D would establish 8-foot wide striped bike lanes and would prohibit on-street parking at all times on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road.
Option E: Resolution E and Ordinance E (Petitioner’s Proposal)
Adoption of Resolution E and enactment of Ordinance E would direct the Manager to implement changes proposed in a petition submitted by Mr. Nicholas Lurie that would establish 5-foot wide striped bike lanes adjacent to 7-foot wide unmetered on-street parking lanes on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road.
Option F: Resolution F and Ordinance F (Petitioner’s Proposal with Parking Meters)
Adoption of Resolution F and enactment of Ordinance F would implement changes proposed in the petition submitted by Mr. Lurie (described above) with the addition of parking meter installations along both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road.
Resolution G and Ordinance G (Generic Resolution and Ordinance):
If the Council wishes to implement changes other than those outlined above, the generic Resolution G and Ordinance G can be completed during the meeting as necessary.
Alternatively, the Council may choose to take no action on this matter and the existing striping and un-metered on-street parking regulations would remain as they are on Cameron Avenue between Pittsboro Street and Merritt Mill Road.
BACKGROUND
At its September 27, 2004 meeting, the Town Council referred the Manager’s most recent report regarding traffic issues on Cameron Avenue to the Manager and Boards for further discussion. In our September 27th report, Town staff presented several options for consideration. The Council identified an additional option for bicycle and pedestrian accommodations on Cameron Avenue, and asked that the Manager and the Boards review it and provide recommendations for the Council’s consideration. A copy of the September 27, 2004, report is presented in Attachment 1.
The Council also asked the Manager to investigate the feasibility of re-using parking meters that were removed from Town Parking Lot #5 last year.
Cameron Avenue between Pittsboro Street and Merritt Mill Road is currently striped for one travel lane in each direction with a center turn lane at its intersections with Kenan Street, Ransom Street, Mallette Street, and Merritt Mill Road. The center turn lane is continuous between Kenan Street and Mallette Street. The posted speed limit is 25 mph.

DISCUSSION
Cameron Avenue is a multi-use facility that accommodates several modes of transportation with 45 feet of pavement width from face of curb to face of curb. Pedestrians, bicycles, cars, trucks, buses, and existing on-street parking share this corridor. Currently, on-street parking is prohibited on the south side of Cameron Avenue between 7:00 a.m. and 9:45 a.m. and on the north side between 3:00 p.m. and 6:00 p.m. During those hours when on-street parking is prohibited, the respective parking lanes are designated as bike lanes. Please see Attachment 2 for existing striping and on-street parking conditions on Cameron Avenue.
We have revised our analysis of the options presented in the September 27, report to include an additional option proposed by the Council and presented below as Option B.
Option A - Existing Conditions with Parking Meters: Install parking meters on those segments of Cameron Avenue where parking is currently allowed, with no changes in current striping for parking and bicycle facilities. Please see Attachment 2 for existing conditions on Cameron Avenue. The Manager recommends Option A.
Comment: We think that the existing striping and parking regulations on Cameron Avenue provide a reasonable compromise for providing safe and effective service to all users of this multi-purpose public street. The installation of parking meters could provide for more turnover of available spaces and would provide additional parking fund revenue to the Town.
Advantages:
· Provides most efficient use of available on-street parking by designating uniformly sized spaces.
· Provides parking revenue.
· Increases stock of metered parking in vicinity of downtown (possibly partially offsetting potential loss of spaces during proposed changes in Parking Lot 2 and Parking Lot 5).
Disadvantages:
· Time-of-day metered parking coupled with time-of-day bike lanes would require increased enforcement efforts.
Option B - Council’s Proposal at September 27th Meeting: Eliminate on-street parking on the south side of Cameron Avenue between Pittsboro Street and Merritt Mill Road and install 5-foot wide striped bike lanes on both sides of the street, a 10-foot wide striped metered parking lane on the north side, and 12-foot travel lanes in each direction. Please see Attachment 3. The Advisory Boards recommend Option B. The Manager’s alternative recommendation is Option B.
Comment: We think that Option B provides reasonable service to all users of this multi-purpose public street while preserving approximately half of the existing on-street parking spaces. We believe that the proposed 12-foot wide travel lanes would effectively accommodate the different types of motorized vehicles that use Cameron Avenue. We also believe that a 10-foot wide striped parking lane adjacent to a 5-foot wide striped bike lane would reduce the potential for “dooring” by providing ample space for cyclists to travel past parked vehicles whether or not the vehicle doors were open.
However, Option B proposal would require removal and replacement of all pavement markings on Cameron Avenue between Pittsboro Street and Merritt Mill Road. If this option is approved by the Council, we would expect that the restriping of Cameron Avenue could be accomplished sometime this winter, depending on weather conditions. The estimated cost for removing and replacing the Cameron Avenue striping with paint is approximately $20,000.
Advantages:
· Establishes full-time, striped, designated bike lanes that some cyclists believe would increase safety for bicycle riders.
· Maintains adequately sized travel lanes in both directions for motorized vehicular traffic, while providing pavement striping clearly separating travel lanes designated for bicycles and those designated for motorized vehicles.
· Preserves approximately 50 existing on-street parking spaces.
· Provides potential parking revenue if on-street parking spaces are metered.
· Provides potential parking to offset spaces eliminated during construction of improvements proposed for Town parking lots #2 and #5.
Disadvantages:
· Eliminates approximately 40 existing on-street parking spaces.
· Separation of motorized vehicular traffic and non-motorized (bicycle) traffic could result in increased speeding by motorized vehicles.
Option C: If the Council wishes to establish striped bike lanes on Cameron Avenue between Pittsboro Street and Merritt Mill Road, on-street parking could be prohibited on both sides from 7:00 a.m. to 7:00 p.m., Monday through Friday; and 8-foot wide striped, designated bike lanes could be installed on both sides, overlaying the parking lane, for use by cyclists during hours that parking is prohibited. Please see Attachment 4 for Option C configuration.
Comment: We believe that there would be insufficient parking to meet the daytime demand on Cameron Avenue if on-street parking was prohibited from 7 a.m. to 7 p.m. We are also concerned that eliminating on-street parking on Cameron Avenue during daytime hours could result in more cars attempting to park on streets in the adjacent residential neighborhoods, exacerbating the parking problems that already exist. We believe that the current arrangement allows on-street parking during the hours when bicycle traffic is lowest; and restricts parking from the bicycle lanes when bicycle traffic is highest.
Advantages:
· Establishes full-time, striped, designated bike lanes that some cyclists believe would increase safety for bicycle riders.
· Maintains relatively wide travel lanes for motorized vehicular traffic while providing pavement striping clearly separating travel lanes designated for bicycles and for motorized vehicles.
· Allows area residents to park on Cameron Avenue during night time hours and on weekends.
Disadvantages:
· Eliminates approximately 90 parking spaces during daytime hours.
· Could increase demand for on-street parking in adjacent neighborhoods during daytime hours.
· Separation of car/truck traffic and bicycle traffic sometimes results in increased speeding by motorized vehicles.
Option D: Eliminate on-street parking at all times on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road and install full-time, 8-foot wide striped bike lanes on both sides of the street. Please see Attachment 4 for Option D configuration.
Comment: We are concerned that eliminating on-street parking on Cameron Avenue could result in more cars attempting to park on streets in the adjacent residential neighborhoods, exacerbating the parking problems that already exist.
Advantages:
· Establishes full-time, striped, designated bike lanes that some cyclists believe would increase safety for bicycle riders.
· Maintains relatively wide travel lanes for motorized vehicular traffic while providing pavement striping clearly separating travel lanes designated for bicycles and for motorized vehicles.
Disadvantages:
· Eliminates approximately 90 on-street parking spaces.
· Could increase demand for on-street parking in adjacent neighborhoods.
· Separation of car/truck traffic and bicycle traffic sometimes results in increased speeding by motorized vehicles.
Option E - Petitioner’s Proposal: Allow un-metered on-street parking at all times on both sides of Cameron Avenue between Pittsboro Street and Merritt Mill Road and create 5-foot wide, striped, designated, full-time bike lanes adjacent to the on-street parking lanes. Please see Attachment 5 for Option E configuration.
Comment: Engineering Department staff researched this option and found that several major cities including Chicago, IL; Cambridge, MA; and Portland, OR have implemented this type of bike lane/parking lane configuration. A Policy on Geometric Design of Highways and Streets published by the American Association of Sate Highway and Transportation Officials (AASHTO) provides guidelines for striping configurations that combine bicycle lanes, parking lanes, and travel lanes on the same street.
The option proposed by Mr. Lurie is included in the guidelines with a cautionary note about the increased “dooring” hazard that is created when a bicycle lane is created immediately adjacent to a typical on-street parking lane. Our research suggests that the number of accidents involving bicycles and parked vehicles can be expected to increase if this configuration is implemented. In Boston and Cambridge, MA, the number of bicycle accidents involving parked vehicles increased approximately 5% in areas using the proposed configuration. In Santa Barbara, CA when this configuration was initially implemented in 1995, 16% of the bicycle accidents involved “dooring”. We understand that this percentage decreased with time as cyclists and parked drivers became accustomed to the striping configuration and the need for caution.
Our review of accident records for the past two years revealed that, despite the high volume of cyclists using Cameron Avenue, only two reported accidents have involved bicycles. We are concerned that implementation of Mr. Lurie’s proposal may increase the number of bicycle accidents as a result of the narrowed vehicular travel lanes, increased “dooring” hazard potential and motorist/bicyclist unfamiliarity with the proposed striping configuration.
Advantages:
· Establishes full-time, striped, designated bike lanes that some cyclists believe would increase safety for bicycle riders.
· Maintains approximately 90 on-street parking spaces.
· Overflow parking can be accommodated on Cameron Avenue due to the possible changes in Lot 2 and Lot 5.
Disadvantages:
· May increase the number of accidents involving with bicycles.
· Vehicular travel lanes would be reduced to 10.5 feet in width thus increasing potential for conflicts between motorized vehicles and cyclists.
Option F - Petitioner’s Proposal Including Parking Meters: This option includes the same striping configuration (described above) as proposed in Mr. Lurie’s petition, and would include the installation of parking meters at on-street parking spaces. Please see Attachment 5 for Option F configuration.
This option has the same advantages and disadvantages as Option E, described previously, with the exception that this option would generate parking revenue resulting from the installation of parking meters.
COMPARISION OF AVAILABLE DAILY PARKING HOURS FOR EACH OPTION
We have estimated the hours of parking available based on the number of spaces and hours of on-street parking for each of the options described above. The number of available parking hours in the following table compares the options during the 10-hour period from 8:00 a.m. to 6:00 p.m. Monday through Friday.

RE-USE OF SURPLUS PARKING METERS FROM LOT #5
The Council requested information regarding the possible re-use of the parking meters that were removed from Lot #5.
Meters housings and mechanisms from Lot #5 are available for use on Cameron Avenue. However, these are an older type of meter. We are in the process of converting parking meters Townwide to units with more durable housings and sealed coin containers. We have verified with our vendor, that we can use the older style meter housings with the newer style sealed coin containers. The cost is $17.50 per meter for sealed coin containers.
We are also converting some meters for use with cash cards. If the Council wishes to install meters on Cameron Avenue that can accept cash cards, the older meter mechanisms would need to be replaced. The cost for replacement is $185.00 per mechanism.
If the Council selects an option that would require installation of parking meters on the ninety existing parking spaces on Cameron Avenue between Merritt Mill Road and Pittsboro Street, the estimated cost would be:

The estimated revenues are calculated based on our experience with other meters in the vicinity of downtown. Also, based on our experience, we think that metered spaces on Cameron Avenue will not be utilized significantly during approximately twelve weeks of the calendar year when the University is not is session. This could change if parking demand increases due to the temporary elimination of spaces for construction on Parking Lots #2 and #5.
Advisory Boards Recommendations:
The Transportation Board and the Bicycle and Advisory Board recommend Option B. The Transportation Board also suggested that:

If the Council selects an option that requires re-striping, we would install pavement markings in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) that includes separation lines between parking lanes, bike lanes and travel lanes. We would also paint bike symbols on bike lanes and t-lines to delineate individual on-street parking spaces.
CONCLUSION
After evaluating the field conditions and considering recent and past comments from citizens and advisory boards, it is clear that Cameron Avenue accommodates many modes of transportation and provides on-street parking, without it being necessary to entirely exclude any specific use category. It is possible to improve conditions for one user category or another, but not, we believe, without reducing services to other user categories.
We think that the existing traffic and parking regulations on Cameron Avenue between Pittsboro Street and Merritt Mill Road provide a reasonable compromise that provides safe and effective service to all users of this multi-purpose public street. The installation of parking meters at the existing on-street parking spaces on Cameron Avenue would generate revenue for the Town without requiring functional changes is existing regulations, signs, and/or pavement markings.
Cameron Avenue is a heavily used urban collector street, and the effectiveness of the current traffic and parking regulations has been proven over the past years by the low number of accidents that have occurred and the lack of citizen complaints concerning this corridor.
RECOMMENDATIONS
Manager’s Recommendation:
The Manager recommends adoption of Resolution A and enactment of Ordinance A that would direct the Manager to install parking meters on those segments of Cameron Avenue between Pittsboro Street and Merritt Mill Road where parking is currently allowed, with no changes in current striping for traffic, parking and bicycle facilities.
Advisory Boards’ Recommendation and Manager’s Alternative Recommendation:

WHEREAS, the Council has considered information on a variety of alternatives for modifying conditions and controls on Cameron Avenue between Merritt Mill Road and Pittsboro Street; and
WHEREAS, the Council has determined that certain changes could be made on-street parking on Cameron Avenue between Merritt Mill Road and Pittsboro Street without jeopardizing traffic operations; and
WHEREAS, the Council received recommendations from the Bicycle and Pedestrian Advisory Board and the Transportation Board regarding pavement striping and on-street parking on Cameron Avenue between Merritt Mill Road and Pittsboro Street;

Section 1. Section 21-29 of the Town Code “Parking meter zones” is hereby amended by adding the following:
“(14) Cameron Avenue, both sides:

BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. Section 21-27.3 of the Town Code “Bike Lane Overlay Zones” is hereby amended by deleting the following:

Section 2. Section 21-27 of the Town Code “No parking as to particular streets” is hereby amended by inserting the following therein, in appropriate alphabetical order:

Section 3. Section 21-29 of the Town Code “Parking meter zones” is hereby amended by adding the following:
“(14) Cameron Avenue, north side:
Four-hour parking from Merritt Mill Road to Pittsboro Street except existing no parking areas”
Section 4. This ordinance shall become effective February 15, 2005.

A RESOLUTION DIRECTING THE TOWN MANAGER TO RE-STRIPE AND SIGN CAMERON AVENUE BETWEEN MERRITT MILL ROAD AND PITTSBORO STREET TO ACCOMMODATE 8-FOOT WIDE BIKE LANES ON BOTH SIDES OF THE STREET AND TO PROHIBIT ON-STREET PARKING ON BOTH SIDES OF THE STREET FROM 7:00AM TO 7:00PM, MONDAY THROUGH FRIDAY (2004-11-08/R-10c)
WHEREAS, the Council of the Town of Chapel Hill is interested in optimizing the operation of Cameron Avenue between Merritt Mill Road and Pittsboro Street for all users; and
WHEREAS, the Council has considered information on a variety of alternatives for modifying conditions and controls on Cameron Avenue between Merritt Mill Road and Pittsboro Street; and
WHEREAS, the Council has determined that certain changes could be made in the pavement striping and on-street parking on Cameron Avenue between Merritt Mill Road and Pittsboro Street without jeopardizing traffic operations; and
WHEREAS, the Council received recommendations from the Bicycle and Pedestrian Advisory Board and the Transportation Board regarding pavement striping and on-street parking on Cameron Avenue between Merritt Mill Road and Pittsboro Street during certain hours;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council directs the Manager to re-stripe and sign Cameron Avenue between Merritt Mill Road and Pittsboro Street to accommodate 8-foot wide bike lanes on both sides of the street and to prohibit on-street parking on both sides of the street from 7:00 a.m. to 7:00 p.m., Monday through Friday.
