SUBJECT:      Budget Amendment for a Consultant to Review Town Service Levels, Efficiency and Costs

DATE:             January 24, 2005

The attached amendment would authorize the use of $80,000 of fund balance to contract with a consultant to review Town service levels, efficiency, and costs in order to make recommendations for improvements.

BACKGROUND

 

On January 10, the Council agreed to use up to $80,000 for a consultant to review Town service levels, efficiency and costs.  A Council Committee reviewed proposals from consultants and selected Maximus to provide consulting services for a sum not to exceed $80,000.  Unreserved fund balance would be $4.5 million after this use.  This amount would represent about 10.2% of the current budget.

 

RECOMMENDATION

 

We recommend that the Council enact the attached budget amendment to appropriate fund balance to cover the cost of consultant services.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2004” as duly adopted on June 14, 2004 and the same is hereby amended as follows:

SUBJECT:       Recommendation of a Budget Review Consultant

 

DATE:             January 10, 2005

 

 

The Council Committee to recommend a budget review consultant met on Monday afternoon, January 10, 2005, to review possible firms.  The Committee may be ready to make a recommendation this evening.  If so, the Council would adopt the following resolution to authorize the Manager to negotiate and execute an agreement.

 

A RESOLUTION AUTHORIZING THE MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT FOR BUDGET REVIEW CONSULTING SERIVCES (2005-01-10/R-19)

 

WHEREAS, the Council desires to engage a management consultant to review Town service levels, efficiency, and costs in order to make recommendations for improvements; and

 

WHEREAS, the Council has received the Council Committee report on the Requests for Proposals for budget review services;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby authorizes the Manager to negotiate and execute an agreement with Maximus Corporation for a sum not to exceed $80,000.
