SUMMARY OF COMMUNITY DESIGN COMMISSION

CONCEPT PLAN PROPOSAL: COMMENTS AND QUESTIONS

 

Subject:                       Southern Community Park - Concept Plan Proposal

 

Meeting Date:            June 16, 2004

 

Recommendation:      That the comments from the Commission be forwarded to the applicant and the Town Council.

 

Vote:   Unanimous to forward comments and questions by members present: George Cianciolo, Chris Culbreth, Laura King Moore, Scott Nilsen, Charlotte Newby (Chair), Glenn Parks, Scott Radway, John Runkle, Amy Ryan, Polly Van de Velde, Jonathan Whitney

 

General Comments

1.       Several Commissioners stated that they liked the proposal and thought the applicant did a good job in site design.

 

2.       One Commissioner stated that they did not agree with all of the proposed recreational activities for this future park.  However, due to the Town’s limited amount of public recreation space, it was important for this project to continue moving forward.

 

3.       Another Commission, citing a statement in the application indicating that this proposal will double the Town’s recreation land area, wondered if the Town has adequate funding to maintain the park.

 

Counter-Cyclical Parking

4.       Commissioners supported the applicant’s proposal to use the Southern Village Park and Ride lot for counter-cyclical parking.

 

Lighting of Soccer Fields

5.       One Commissioner expressed a concern with the proposal to install light poles around the soccer fields and the potential for light spillage into nearby residential areas.      

 

Buffers along US 15-501

6.       A Commissioner hoped that the proposal would be able to maintain the current wooded buffer along the portion of this site that fronts US 15-501.

 

Stormwater Runoff

7.       One Commission member recommended that the applicant remains sensitive to potential stormwater runoff pollution from the proposed dog park.

 

Recreation Activities

8.       A Commissioner suggested that the applicant consider providing greater recreational activities for middle and high school age children.
