SUBJECT:       Old Durham-Chapel Hill Road Bicycle and Pedestrian Feasibility Study Policy Committee Appointments

This memorandum reviews the status of the Old Durham-Chapel Hill Road Bicycle and Bicycle and Pedestrian Feasibility Study. Adoption of the attached resolution would establish a process to appoint Chapel Hill representatives to the Policy Committee.

 

BACKGROUND

 

The Durham-Chapel Hill-Carrboro Transportation Advisory Committee has initiated the development of the Old Durham-Chapel Hill Road Bicycle and Pedestrian Feasibility Study. This Study is intended to review options for providing bicycle and pedestrian facilities along Old Durham-Chapel Hill Road, from U.S. 15-501 Boulevard in Chapel Hill to Garrett Road in Durham. (Attachment 1) The Study will be funded from Surface Transportation Program Direct Allocation Funds. The total project cost is estimated to be $62,500. Federal funds will provide 80% of the project funding ($50,000), with the remaining 20% ($12,500) to be provided by Chapel Hill and Durham. Chapel Hill’s share of $3,125 has been included in the Town’s 2004-2005 budget. A scope of work for the project is attached. (Attachment 2)

 

The Town of Chapel Hill has entered into a municipal agreement with the City of Durham to participate in this project. The City of Durham has contracted with Kimley- Horn and Associates to complete the Study.

 

DISCUSSION

 

In November 2004, the Durham-Chapel Hill Carrboro Transportation Advisory Committee reviewed the scope of work for the Study and the composition of the Policy Committee. The Study proposed to create a Policy Committee to oversee the development of a Feasibility Study. The Policy Committee would work directly with the Consultant to develop a proposed program of improvements and gather public input.

 

The Transportation Advisory Committee recommended the creation of a Policy Committee composed of one member from the Durham and Chapel Hill Bicycle Advisory Committees and three members appointed by the Durham City Council and Chapel Hill Town Council. In addition, the Committee asked the Durham-Chapel Hill Work Group to appoint two members, one from Chapel Hill and one from Durham.

 

We suggest that the Council appoint a member from the Town Council and a member of the Town’s Transportation Board and a citizen representative for the Council’s three appointments. We propose that the Council solicit applications for the citizen representative.

 

RECOMMENDATION

 

Manager’s Recommendation: That the Council adopt the attached resolution establishing  a process to appoint Chapel Hill representatives to the Old Durham-Chapel Hill Road Bicycle and Pedestrian Feasibility Study Policy Committee.

A RESOLUTION ESTABLISHING A PROCESS FOR APPOINTING CHAPEL HILL REPRESENTATIVES TO THE OLD DURHAM-CHAPEL HILL ROAD BICYCLE AND PEDESTRIAN FEASIBILITY STUDY POLICY COMMITTEE (2005-02-28/R-13)

 

WHEREAS, the Town of Chapel Hill has agreed to participate in the development of the Old Durham-Chapel Hill Road Bicycle and Pedestrian Feasibility Study; and

 

WHEREAS, the work program for the Study creates a Policy Committee to oversee the development of the Feasibility Study; and

 

WHEREAS, the proposed membership of the Policy Committee includes a representative of the Chapel Hill Bicycle and Pedestrian Advisory Committee and three (3) members of the public appointed by the Town Council.

 

NOW THEREFORE BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council requests the Bicycle and Pedestrian Advisory Committee appoint a member to serve on the Policy Committee.

 

BE IT FURTHER RESOLVED that the Council appoint a member of the Town Council, a member of the Transportation Board and a member of the general public to serve on the Policy Committee.

 

BE IT FURTHER RESOLVED that the Town Clerk advertise for members of the general public to serve on the Policy Committee for Council consideration.
