SUBJECT: Proposal To Adjust Leave Earning Rate for Town Department Heads

BACKGROUND
The Town Personnel Ordinance provides the Manager flexibility in establishing leave earning rates in specific situations. Section 14-66 states: “Where important for recruitment of new department heads or of other key personnel, the Town Manager may authorize a new employee to earn greater than twelve (12) days per year of annual leave upon employment.” This part of the Ordinance was changed in 1997 to this wording.
In two recent cases, in the recent recruitment for the department head positions for the Department of Public Works and the Town Clerk, as a part of negotiations, I authorized the new employee to earn leave at the rate of four weeks (20 work days) per year.
This has created an inequity with other department heads; in those recruitment negotiations, I had not been aware of this ability to authorize a different rate, and would have utilized this authority similarly in those cases.
PROPOSAL
I propose to adjust the leave accrual rates for five current department heads effective March 1, 2005, to four weeks or 20 days per year. The attached chart (Attachment 1) indicates the details of the changes proposed.
At the point in time that a Department head reaches a Town service level which exceeds the 20 day accrual rate (this would occur at 15 years service under current policy), the leave earning rate for that individual would be increased to the higher service rate level, to provide equitable treatment. There is no additional cost associated with this change. I am happy to provide further information at your request.
