SUBJECT:       Process to Review Assessing Barriers to Mobility in the Northside Neighborhood Report

This memorandum proposes a process for reviewing the Assessing Barriers to Mobility in the Northside Neighborhood Report.

 

BACKGROUND

 

In 2003, the Town received a grant from the Active Living By Design Program develop a program to promote a more active environment in Chapel Hill. The Program has initiated several different efforts, including the evaluation of NC 86/Aiport Road corridor and development of a safe routes to school program at the Ephesus Elementary School. The Program has also completed Assessing Barriers to Mobility in the Northside Neighborhood Report. The Report was prepared by North Carolina Prevention Partners. The Town’s Active Living By Design Advisory Committee has submitted the Report to the Council for review and implementation.

 

DISCUSION

 

The Assessing Barriers to Mobility in the Northside Neighborhood Report includes an assessment of the existing level of mobility within Northside and proposes a range of improvements. The recommendations in the Report would affect several different Town departments and programs. We suggest that the Council refer the Report to the Manager and Attorney and Town Advisory Boards for review and comment.  We anticipate preparing recommendations for the Council’s consideration on the Report’s findings and recommendations.

 

RECOMMENDATION

 

Manager’s Recommendation: That the Council adopt the attached Resolution referring the Northside Report to the Manager and Attorney. The Resolution would also refer the Report to the Planning Board, Transportation Board, Bicycle and Pedestrian Advisory Board, Housing and Community Development Advisory Board, Active Living By Design Advisory Board and Greenways Commission for review and comment. The Resolution would set a public forum on the Report for June 20, 2005.

 

 

 

A RESOLUTION REQUESTING RECOMMENDATIONS FROM TOWN ADVISORY BOARDS ON THE ASSESSING BARRIERS TO MOBIILITY IN THE NORTHSIDE NEIGHBORHOOD REPORT (2005-02-28/R-7)

 

WHEREAS, the objective of the Chapel Hill Active Living By Design program is to identify barriers to mobility and active living within the Chapel Hill community; and

 

WHEREAS, the Active Living By Design program has completed the Assessing Barriers to Mobility in the Northside Neighborhood Study; and

 

WHEREAS, the Active Living By Design Advisory Committee has submitted the Report to the Council and requested that Town Advisory Board be asked to review and comment on the Reports findings and recommendations;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council receives the Assessing Barriers to Mobility in the Northside Neighborhood Study and refers the Report to the Planning Board, Transportation Board, Bicycle and Pedestrian Advisory Board, Housing and Community Development Advisory Board, Active Living By Design Advisory Board and Greenways Commission for review and comment.

 

BE IT FURTHER RESOLVED that the Council sets a public forum on the Chapel Hill Priority List for June 20, 2005, at 7:00 pm in the Council Chambers, 306 N. Columbia Street.
