SUBJECT:       Project Ordinance for a Transportation Capital Grant

 

DATE:             March 7, 2005

 

Enactment of the attached Ordinance would establish a project budget for a transit capital grant which would be used to rehabilitate five buses that have reached the end of their service life.

 

BACKGROUND

 

The Town currently owns 13 1990 GMC RTS buses that were scheduled to be replaced in 2002.  The vehicles were not sold because of the need for additional buses to support the transit system’s continued increase in ridership.  On April 2, 2003, the Council received a report on the cost effectiveness of remanufacturing buses and directed the staff to pursue remanufacturing rather than expanding the fleet with new buses at a higher cost.

 

We requested bids for the remanufacturing of up to 13 buses on July 26, 2004.  The Council awarded a bid to Complete Coach Works on September 27, 2004, for the rehabilitation of five of the buses at a cost totaling $984,945, based on funds available at that time.

 

DISCUSSION

 

On February 2, 2005, a Federal Transit Administration grant totaling $1,000,000 was approved for the remanufacture of five buses.  The federal portion of the grant will provide 80% ($800,000) of the funding needed.  We have submitted an application to the N.C. Public Transportation Division requesting 10% ($100,000) in matching funds and believe the funds will be authorized.

 

The Town’s matching share for this grant ($100,000) would come from the Transportation Capital Reserve Fund.

 

RECOMMENDATION

 

That the Council enact the attached Project Ordinance.

 

 


AN ORDINANCE ESTABLISHING A PROJECT BUDGET FOR A TRANSPORTATION GRANT (2005-03-07/O-3)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby established:

 

SECTION I

 

The Urbanized Area Formula Program (Section 5307) funds are from 2005 federal funds from an agreement with the Federal Transit Administration.

 

SECTION II

 

The Town Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of the project within the terms of the grant agreements executed with the Federal Transit Administration and the North Carolina Department of Transportation within the funds appropriated herein.

 

SECTION III

 

The following revenue is anticipated to be available to the Town to complete activities as outlined in the project application.
