SUBJECT: On-Street Parking Restrictions at the Intersection of San Sophia Drive and Telluride Trail

Enactment of the attached ordinance would prohibit on-street parking within 75 feet of the intersection of San Sophia Drive and Telluride Trail. Please see the attached map and photograph.
The Town Manager recommends enactment of the ordinance.
BACKGROUND AND DISCUSSION
The Fire Chief has requested that on-street parking be prohibited within 75 feet of the intersection of San Sophia Drive and Telluride Trail. On-street parking near the intersection sometimes inhibits both emergency and service vehicle access to and through the neighborhood.
Staff from the Engineering Department and the Fire Department conducted field investigations of the San Sophia Drive/Telluride Trail intersection at various times in January 2005. We observed that, when cars are parked on both sides of the street near the intersection, some or all of the following conditions are present:
Based on our field observations and discussions with emergency and routine service providers, we have prepared the attached ordinance that would restrict on-street parking within 75 feet of the intersection of San Sophia Drive and Telluride Trail as shown on the attached map. Residents near the intersection were notified of the proposed on-street parking restrictions and they concur with restrictions.
CONCLUSION
Based on our observations, we believe that the proposed on-street parking restrictions at the intersection of San Sophia Drive and Telluride Trail would improve access and mobility for both emergency and routine service vehicles, and would also improve sight visibility conditions for motorists, cyclists and pedestrians at this intersection.
That the Council enact the attached ordinance restricting on-street parking within 75 feet of the intersection of San Sophia Drive and Telluride Trail.

AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING PARKING AS TO PARTICULAR STREETS (2005-03-07/O-5)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. Section 21-27 of the Town Code of Ordinances, "No parking as to particular streets:" is hereby amended by inserting the following therein the appropriate alphabetical order:
“Street Side From To
San Sophia Drive Both Telluride Trail A point 75 feet east
of Telluride Trail
Telluride Trail Both A point 75 feet north of A point 75 feet south
San Sophia Drive of San Sophia Drive”
Section 2. This ordinance shall become effective upon adoption.
