Dear Mayor Foy and Members of the Town Council:
The Chapel Hill Kehillah, a place of worship, has submitted a Concept Plan Proposal for a Special Use Permit to allow it to lease parking spaces in its parking lot. The Community Design Commission is expected to review the Concept Plan on April 20, 2005.
The Kehillah requests Town Council review of its Concept Plan Proposal, as well as expedited review of its application for the Special Use Permit.
The Kehillah seeks to rent a portion of its parking spaces on days when those spaces are not needed by the Kehillah, in order to help secure the financial resources needed to maintain its viability. Despite its financial needs, the Kehillah has refrained from leasing spaces pending completion of all zoning and other legal requirements. We hope, however, that a Special Use Permit allowing parking rentals can be obtained in the near future.
We believe the viability of the Kehillah serves the public interest through the community activities and social action efforts of its congregation.
In addition, we believe that the rental of some of our parking spaces, which stand empty on most weekdays, constitutes an efficient dual use of the property. Such rentals will provide parking spaces within the Town without using additional space within the Town.
