SUMMARY OF COMMUNITY DESIGN COMMISSION

CONCEPT PLAN COMMENTS  

 

Subject:                      Dobbins Hill Phase II

 

Meeting Date:            January 20, 2005

 

Recommendation:     That the comments of the Commission be forwarded to the applicant and Town Council.

 

Vote:  Unanimous to forward comments by members present: Mark Broadwell, George Cianciolo (Chair), Dale Coker, Chris Culbert, Laura King Moore, Charlotte Newby, Scott Nielson, Amy Ryan, Jonathan Whitney

 

Traffic

1.      A citizen expressed concern about additional traffic that would be associated with this development.  

 

2.      Commissioners stated several issues concerning traffic.  One Commissioner asked the applicant about traffic impacts associated with the proposal to provide vehicular access to the north.  Other Commissioners expressed concern with increased traffic on Dobbins Drive and the potential for cut-through traffic between Sage Road and Erwin Road.

 

3.      In order to decrease the potential for cut-through traffic, between Sage Road and Erwin Road, one Commissioner recommended that the applicant design traffic calming measures into the proposed pedestrian crossings. 

 

Density

4.      A citizen expressed concern with the proposed density.

 

5.      Some Commissioners did not support the proposal to increase density or floor area.  One Commissioner described the proposal as a congested project in a congested neighborhood.  Another Commissioner noted that the proposal exceeded the permitted floor area by 25%.

 

6.      A Commissioner supported the density of the existing development and preferred protecting the neighborhood character by maintaining a single vehicular connection from the south at Dobbins Drive.  

 

Access and Circulation

7.      Several Commissioners supported the proposed connection to the north.

 

8.      In order to decrease potential vehicular accidents and congestion, several Commissioners recommended that the applicant redesign or eliminate the perpendicular parking spaces proposed along the drive near Dobbins Drive.

9.      Several Commissioners recommend that the applicant delete the vehicular connection to a parking lot in the Wilson Assemblage proposal.  

 

Recreation

10.  One Commissioner expressed concern with the applicant’s proposal to locate recreation facilities in an area with slopes in excess of 15%.

 

Building Location

11.  A Commissioner stated that the location for building B and the club house may be in a low spot that seems to be naturally wet.

 

Parking

12.  One Commissioner suggested that the applicant provide more parking spaces.  The Commissioner also suggested that the applicant consider a design that would permit the sharing of parking facilities with the Wilson Assemblage proposal.

 

Mass Transit

13.  One Commissioner stated that they could support the increase floor area and density if there were greater opportunities for mass transit including bus stops/shelter or a bus route through the development.

 

14.  Another Commissioner suggested that the proposal attempt to integrate pedestrian walkways to existing and proposed bus stops.
