SUBJECT: Appointments to the Rental Licensing Committee

On February 14, 2005, the Council adopted a resolution setting the membership of the Rental Licensing Committee to 12 appointees and appointed Council Members Strom and Kleinschmidt as conveners of the Committee. On February 28, 2005, the Council requested that the conveners of the Committee review the Committee’s composition to be more specific. The recommendation from Council Members Strom and Kleinschmidt is attached.
Fourteen applications for membership to the Committee have been submitted for the Council’s consideration tonight. Of those applicants, six are non-residents. Council procedures outline that it may appoint non-residents not to exceed 40 percent of the membership to an ad hoc committee or task force. Thus, the Council may appoint no more than four non-residents in order to stay within the 40 percent rule.

We recommend that the Rental Licensing Committee be composed of four Homeowners or Neighborhood Representatives, six Rental Property Owners or Rental Property Managers, and two Renters.
